Job Description

Reporting directly to the General Manager (GM), the OM will take on a proactive role to support the GM to raise and develop Singapore Cycling Federation's (SCF) profile and prominence within the sports industry, devise strategies to diversify revenue streams through existing and new community outreach and competency development programmes.

The OM will directly be involved in the management, maintenance, promotion, development and operations of SCF's National Performance Centres (NPCs) viz. the BMX and Pump Tracks and the Outdoor Velodrome. This will include monetising these two assets, all day-to-day activities, budgeting, reports, events and activities organised.

NPCs- Operations
Oversee the maintenance of all inventory items and assets and ensure SCF equipment are stored properly in consultation with SCF's High Performance Manager, Venue Manager/Executive and Events Manager
Plan for the upgrading of equipment, software and hardware, software systems
Manage all aspects of the maintenance of SCF's National Performance Centres (NPCs) i.e. BMX and Pump Tracks in Keat Hong Link, the Outdoor Velodrome in Kranji - ensure adequate Public Liability cover, AED and First Aid Equipment are serviceable, booking and registration system together with SCF's Venue Manager / Executive for each NPC
Ensure that the Accredited Training Partners Agreement and Lease Agreements are updated, payment of monthly rental and utilities - liaise directly with respective venue owners
Promote utilization through organization of events and activities in collaboration with SCF's Event Managers, Sports Development Manager and High Performance Team.
Oversee the functions of the SCF Venue Manager/Executive, BMX and Pump Tracks and Outdoor Velodrome - in consultation with GM

NPCs - Partnership & Sponsor Engagement
Support the identification and management of corporate and institutional partnerships.

Ensure all Donor and Sponsor Obligations are organised fulfilled in a timely manner in accordance to existing Donor/Sponsor Agreements
Develop proposals, decks, and partnership reports in collaboration with the SCF GM and/or VP (Partnerships)
Maintain new and ongoing sponsor relationships, ensuring effective activation and fulfilment

Coordinate sponsor events and community-based activities.

NPCs - Events, Programmes and Activities
Prepare an Annual Calendar of Events together with SCF's Event Manager, Sports Development Manager , High Performance Manager and Accredited Training Partners.

NPCs - Planning and Budgeting
Provide relevant input for the multi-year sports plan (MYSP) in consultation with the GM and High Performance Director, High Performance Manager
Monitor the implementation and completion of agreed deliverables

Initiate annual budgeting exercise in consultation with the GM, Finance Manager and High Performance Director, High Performance Manager

Co-draft the annual task plan with the General Manager (GM)

Board Matters
Together with the GM, work with the SCF Board to establish sound governance and accountability systems and processes.

Facilitate the organisation of Board and Sub-Committee meetings, preparation of agenda, circulation of documents, drafting of minutes. Monitor and track all matters arising from Board or Sub-Committee meetings

Manage relevant tasks assigned by the General Manager or Board members

Reports
Prepare and submit relevant reports to Sport Singapore, Singapore National Olympic Council (SNOC), the SCF Board and, etc

Governance and Organisational Excellence
Ensure compliance to relevant rules and regulations - in consultation with GM. For e.g. IPC and Charities Regulations, Financial Regulations for NSAs, NSA Grant Handbook etc.
Maintain SCF's standing as a well governed, credible and trusted organization
