The Traffic Police's Testing & Licensing Branch (TLB) is the staff authority in setting training standards for driving schools and administering theory and practical driving tests. As part of Singapore Police Force's mission to enhance road safety, we are seeking a dynamic Operations Manager to lead our Class 4 Test Circuit (C4TC) operations.
As Operations Manager, you will drive operational excellence and service delivery of the Class 4 circuit testing facility, providing comprehensive oversight of daily operations, resource optimisation, and performance standards. Leading a team of Assistant Operations Managers and Operations Executives, you will orchestrate testing operations and administrative functions while ensuring robust operational governance.

What You Will Be Working On
Reporting to the Officer-in-Charge (C4TC), you will be responsible for:
Operations & Service Delivery
- Direct end-to-end site familiarisation and testing operations
- Manage manpower allocation and deployment
- Lead operational risk management
- Drive service excellence frameworks
- Develop strategies to optimise testing capacity
Testing Centre Management
- Direct daily circuit operations and test delivery
- Monitor testing standards and compliance
- Manage vehicle fleet operations
- Coordinate facility requirements
- Implement safety protocols
Resource & Administrative Management
- Oversee budget utilisation and financial controls
- Direct facilities management
- Supervise vendor contracts
- Guide process improvements
- Manage resource allocation
Team Leadership & Stakeholder Management
- Lead cross-functional teams
- Develop team capabilities
- Lead engagement with key stakeholders
- Manage relationships with driving centres
- Drive service excellence initiatives
