Role Summary
Lead day-to-day land transport operations (e.g., freight, distribution, shuttle/bus, field service fleets) to achieve safe, efficient and compliant service delivery. Manage fleet, drivers, schedules, routing, vendor partners and customer SLAs while driving cost, safety and service KPIs.
Key Responsibilities
- Operations & Scheduling
Plan routes, trip schedules and capacity balance demand, driver availability and regulatory driving-hour limits.
Monitor daily dispatch, trip progress and exceptions via GPS/telematics/TMS recover service rapidly when disruptions occur. - Fleet & Asset Management
Oversee vehicle allocation, utilisation, preventive maintenance, inspections, road tax/insurance renewals and breakdown recovery.
Track fuel usage and implement fuel-saving initiatives and idle-time controls. - People Leadership
Lead supervisors, planners and drivers manage rostering, performance reviews, training, safety briefings and disciplinary matters.
Build a performance culture focusing on on-time performance, safety and customer service. - Safety, Quality & Compliance
Enforce company SOPs and safety standards (risk assessments, toolbox talks, incident investigations).
Ensure compliance with LTA and Road Traffic regulations, Work Injury Compensation, MOM requirements, vehicle permits and load-securement rules. - Customer & Stakeholder Management
Own SLAs with customers handle service recovery, billing disputes and continuous improvement reviews.
Coordinate with Sales/CS, Warehouse, Procurement and external workshops/transport partners. - Cost Control & Reporting
Manage P&L for operations control overtime, subcontractor spend, fuel and repair costs.
Produce weekly/monthly KPI dashboards and root-cause analyses drive CI projects (Lean/Kaizen/5S). - Systems & Data
Administer TMS, FMS/telematics, e-POD and mobility apps improve data accuracy and process automation.
Maintain accurate records for audits (maintenance logs, driver hours, training, incidents).

- On-time performance (% OTP) and SLA adherence
- Cost per km/trip & overtime ratio
- Fleet utilisation & empty-run ratio / backhaul rate
- Incident & violation rate Lost-Time Injury Frequency Rate (LTIFR)
- Fuel economy (km/L) and idle time %
- Preventive maintenance on-time completion % / breakdowns per 100k km
- Customer complaints per 1,000 trips & service recovery time
- Driver turnover and attendance
Qualifications & Skills
- Diploma/Degree in Logistics/Transport/Supply Chain or equivalent.
- 5-8 years experience in land transport/fleet operations with at least 2 years in a supervisory/manager role.
- Strong knowledge of Singapore road regulations and transport compliance safety-first mindset.
- Proficient with TMS/FMS, GPS/telematics, route planning tools, MS Excel/Sheets data-driven decision making.
- People leadership, conflict resolution and stakeholder communication skills.
- Advantageous: Class 3/4/5 licence, bizSAFE, WSQ/OJT trainer certifications, Lean/Kaizen exposure.
Working Conditions
- Based at operations office/transport yard frequent field checks and ride-alongs.
- Rotating duty/after-hours standby during peak periods or incident response.
