Job Description

SCOPE OF WORK OF RTO

Project : Moral Welfare home

Position : Multi-Disciplinary Resident Technical Officer

Employer : Ministry for Social and Family Development (through DIAllp)

Commencement :1 June 2026

Duration :21 months

Working Hrs/Days : 0830hrs- 1730hrs (Monday - Saturday)

Annual leave :14 days

Overtime pay :NIL

Insurance : As per MOM's requirement

Medical leave :14 days ordinary sick leave 60 days hospital leave (inclusive of the 14 days ordinary sick leave)

Medical claims : $300 per year

CPF :In accordance with government guidelines

13th Month pay :Yes

Proposed Salary :$6300.00

Gratuity : No, only AWS

Probation: :No

Carpark Allowance : RTO to purchase season parking at nearby carpark and reimburse

Multi-Disciplinary RTO Qualification and Requirements

01. Possess a minimum Diploma in Civil Engineering, Structural Engineering, Architecture, Mechanical Engineering or Electrical Engineering from relevant local Polytechnics, its equivalent or institutions acceptable by S.O. and Consultants.

02. Registered as Resident Technical Officer with BCA/ IES/ ACES with no active supervision duties on other construction projects.

03. Minimum5 years of relevant experience in Civil & Structural site supervision, especially for A&A and repair work projects, including witness testing& commissioning, supervision of works including rectification of defects throughout the entire project.

04. Strong understanding in C&S, M&E and Architectural relevant by-laws, codes and statutory requirements.

05. Able to read and interpret drawings, inspect materials, site administration and monitor site activities/ progress

06. Singapore Citizen or Permanent Resident

Multi-Disciplinary RTO Duties and Responsibilities

Site Supervision:

01. Monitoring, supervising and inspecting construction activities to ensure:

a. Adherence to schedule, approved drawings, specifications and works as instructed by S.O. and/ or Respective Project Consultants [i.e. C&S/M&E/Architecture Managing Director/Partner/Associate/Engineers and/or Architect-in-Charge].

b. Works are carried out in a safe and proper manner.

02. To provide standing supervision as and when directed by S.O. and/ or Respective Project Consultants.

03. To check Builder's setting out or service routes on site adhere to latest authority approved plans, specifications and regulations. To report any deviation to S.O. and/ or Respective Project Consultants.

04. Prepare list of defects, monitor and ensure that all defects are satisfactorily rectified during the contract period and prior to project handing over to the Client.

05. Ensure that all temporary works (e.g., formwork, falsework, scaffolding, excavation supports) are safe and erected according to contractor's PE endorsed drawing.

06. Ensure that all structural works are carried out safely, in compliance with BCA, MOM and WSH requirements, and report unsafe practices.

07. Supervise the timely execution of Mechanical &Electrical works, maintain quality control and ensure that all installations are in accordance with the Working / Approved Drawings, and applicable local Codes, Regulations and Standards.

08. Monitor and report on contractor's performance, progress against planned schedule and provide weekly progress reports.

09. Check mock-ups done on site, where necessary.

10. Carry out coordination of services with assistance from the Contractor's project supervisors/coordinators.

11. Coordinate with Employer, User Group(s), Contractors and Consultants.

Quality Control:

01. Ensure referencing to the latest drawing and specification. To check all drawings, specifications and bills of quantities received for any discrepancies, non-conformance/ irregularities and to report to S.O. and/ or Respective Project Consultants, including QS.

02. Inspecting materials and workmanship to maintain project quality standards.

Documentation:

01. Ensure that all installation work is carried out with proper approval from the Employer and relevant authorities and to keep records.

02. Verify and maintain accurate and/ or updated records of site activities, manpower, weather, progress, issues, reports of tests/inspections/ status of work and including variations and instructions approved by S.O. and or Respective Project Consultants.

03. Verify all claims submitted by the Contractor.

04. To attend site, progress, technical, variation and coordination meetings and to keep proper minutes of these meetings.

05. At the end of the project, all drawings, specifications, records, photos and other documents/ information under his/ her charge or reference must be returned to Client for disposal.

Compliance:

01. Ensuring that construction works comply with the Building Control Act, latest Relevant Codes, Regulations and Standards acceptable by Relevant Authorities, Statutory Requirements, Contract Documents and Site Instructions.

02. Witness all inspections, testing and commissioning sessions performed by Builder and/ or Sub-Contractors to ensure compliance with quality standards, design, specifications, statutory regulations and requirements including handover of premises [in Phases and Overall completion].

Stakeholder Liaison:

01. Adhere to other security measures that is required by Client and Operator eg. Signing of non-disclosure document, not making extra site drawings/ specifications and/ or remove them off site.

02. Communicating with Project Owner, User Group(s), S.O., Project Consultants and Builder to facilitate smooth project execution.

03. To undertake any other duties related to the project as and when instructed by S.O. and/ or Respective Project Consultants.
