Job Description

A licensed healthcare provider in Singapore is seeking an experienced physician to assume appointment as Clinical Governance Officer and Medical Director for its cord blood and cellular banking operations. This is a statutory leadership role with full responsibility for clinical governance, regulatory compliance, medical oversight, and product release approvals within a highly regulated environment. The appointed candidate will ensure adherence to Singapore healthcare regulations and international accreditation standards, including AABB and FACT.

The ideal candidate is an MOH-licensed physician with at least five years of experience in cord blood banking, tissue banking, transfusion medicine, or cellular therapy services. You should be confident leading quality management systems, supporting audits and inspections, reviewing donor eligibility and processing standards, and providing independent clinical judgment in governance-sensitive settings. This role offers a rare opportunity to take formal medical responsibility in a specialised, compliance-driven healthcare service.

Responsibilities

  • Provide overall medical leadership and clinical governance oversight for cord blood, cord tissue, and related cellular banking services.
  • Assume final responsibility for donor eligibility assessments, medical suitability determinations, and product release approvals.
  • Review and approve birth reports, processing and testing records, and client medical declarations in accordance with defined acceptance criteria and regulatory standards.
  • Ensure full compliance with Singapore healthcare regulations, including the Healthcare Services Act (HCSA), and all applicable licensing conditions.
  • Maintain adherence to international accreditation standards, including AABB and FACT / NetCord-FACT standards.
  • Oversee the Quality Management Programme and ensure risks affecting product safety, quality, and compliance are identified and addressed promptly.
  • Review, approve, and update policies, standard operating procedures, and document change requests in response to regulatory, accreditation, or process changes.
  • Lead and support internal and external audits, inspections, and accreditation assessments.
  • Liaise with transplant physicians where required and review release documentation and transplant outcome data.
  • Participate in quality review meetings and governance discussions, providing medical and technical guidance to management and operational teams.
  • Serve as the appointed Clinical Governance Officer and Medical Director in accordance with regulatory requirements.

Requirements

  • Medical degree recognised in Singapore with full registration and a valid practising licence under the Singapore Medical Council.
  • Minimum 5 years of relevant experience in cord blood banking, tissue banking, cellular therapy, transfusion medicine, or related regulated biological product services.
  • Strong knowledge of donor recruitment, donor eligibility criteria, processing standards, and product release requirements for cellular therapy or tissue banking services.
  • Familiarity with Singapore healthcare regulatory frameworks, including licensing requirements under the Healthcare Services Act.
  • Experience managing or participating in regulatory inspections and accreditation processes under international standards such as AABB and/or FACT.
  • Solid understanding of quality management systems within a regulated healthcare or laboratory environment.
  • Demonstrated ability to interpret regulatory updates and translate them into operational and procedural improvements.
  • High level of professional integrity, sound clinical judgment, and strong accountability in governance-sensitive roles.
  • Commitment to ongoing continuing medical education relevant to cellular therapy and tissue banking practices.
