Job Description

Job Purpose

To oversee daily fleet operations, safe bunkering processes, and crew compliance for a fleet of bunker tankers and barges, minimizing operational downtime and preventing marine incidents or environmental spills.

Key Responsibilities & Duties

1. Bunkering & Fleet Operations

  • Monitor daily ship-to-ship (STS) and shore-to-ship bunker delivery operations to ensure efficiency and safety.

  • Ensure compliance with ISO 8217 (fuel standards), Mass Flow Meter (MFM) procedures, and MARPOL Annex VI regulations.

  • Coordinate with port authorities, terminal operators, charterers, and bunker traders to streamline vessel scheduling.

2. Marine Safety, Environment & Compliance (HSEQ)

  • Implement and enforce the Safety Management System (SMS), ISPS Code, and ISM Code across the bunker fleet.

  • Oversee environmental risk management, spill preparedness, and emergency response plans (SOPEP).

  • Conduct regular onboard safety inspections, internal audits, and navigation/cargo audits.

3. Vetting, Audits & Inspections

  • Prepare and present bunker vessels for SIRE (Ship Inspection Report Programme), Port State Control (PSC), Flag State, and oil major vetting inspections.

  • Lead root-cause analysis and implement CAPA for all operational non-conformities, near-misses, and marine incidents.

4. Crew Management & Technical Support

  • Supervise, train, and assess masters, deck officers, and bunkering crews on safe fuel handling and transfer protocols.

  • Assist technical teams in planning routine maintenance, dry-docking, and class survey inspections to maintain vessel readiness.

Qualifications & Requirements

  • License & Certification: Master Mariner (Class 1 / Unlimited) Certificate of Competency (CoC) preferred, or Chief Mate with extensive tanker experience.

  • Experience: 3-5+ years of sailing experience on oil/chemical tankers or bunker barges, plus 1-3 years in a shore-based marine superintendent role.

    Knowledge & Skills:

  • In-depth understanding of bunker measurement standards (e.g., SS 600 / SS 648 where applicable), MARPOL, SOLAS, ISM, and ISPS standards.

    Direct experience dealing with SIRE vetting processes and oil major requirements.

    Strong crisis management, incident investigation, and communication skills.
