Our client is a public-sector-linked organisation undergoing organisational growth and capability uplift. As part of this transition, the organisation is strengthening its Talent Development capability to move beyond operational training administration towards a more deliberate, forward-looking approach to capability building.
This role is created to design, shape, and anchor the organisation's talent development approach. You will work closely with senior HR leadership as a hands-on individual contributor, with ownership to design frameworks, programmes, and systems that support long-term organisational needs.
This position suits an experienced Talent Development professional who enjoys greenfield work, operates well as a standalone contributor, and is comfortable building foundations before scaling.
Design and implement structured learning and development frameworks, including:
Onboarding and early-tenure pathways
Role-based capability development
Career and progression roadmaps
Coordinate and progressively enhance organisation-wide learning initiatives.
Work with internal stakeholders and external partners to ensure relevance, quality, and alignment with organisational priorities.
Support the design and rollout of structured internship, traineeship, and early-career development initiatives.
Contribute to longer-term talent pipeline planning and development strategies.
Support improvements to HR and learning systems and processes.
Participate in the L&D workstream for upcoming HR system migration (e.g. Workday), including streamlining learning-related workflows and data processes.
Help transition learning activities from ad-hoc administration to more structured, data-informed talent development practices.
Work closely with HR colleagues and internal stakeholders to ensure alignment with broader people strategies and organisational goals.
Minimum 6-10 years of Human Resource experience, with a strong focus on Talent Development / Learning & Development.
Demonstrated experience contributing to the setup, enhancement, or evolution of talent development frameworks or programmes.
Experience working in medium to large organisations, preferably within regulated or public-sector-adjacent environments.
Comfortable working as a hands-on Manager-level individual contributor, with ownership of delivery rather than people management.
Able to operate with ambiguity, manage multiple workstreams, and build foundations before scale.
Familiarity with HRMS / LMS platforms.
Experience with Workday or similar systems is advantageous, particularly in implementation or migration contexts.
Degree in any discipline.
Postgraduate qualification in Human Resource Management or related fields is an advantage.
