Job Description

What The Role Is

We are seeking a dynamic and strategic Manager (Strategy & Policy) to lead Singapore's space policy development and international engagement. This is a unique opportunity to shape Singapore's position in the global space economy and contribute to the development of international space governance frameworks.

What You Will Be Working On

As Manager (Strategy & Policy), you will spearhead critical initiatives that position Singapore as a responsible and innovative space nation. You will develop the National Space Strategy 1.0, establishing Singapore's comprehensive roadmap for space development across government, industry, and research sectors. This foundational strategy will guide Singapore's space ambitions and coordinate efforts across multiple agencies and stakeholders.

You will lead the development of national space legislation, crafting the legal framework that will govern Singapore's space activities whilst ensuring compliance with international obligations and supporting commercial space development. This includes analysing existing regulatory gaps, consulting with industry stakeholders, and designing legislation that balances innovation with responsible space governance.

Your role extends to developing Singapore's international policy positions on space matters, requiring deep analysis of emerging space technologies, geopolitical considerations, and economic opportunities. You will formulate policy recommendations that advance Singapore's national interests whilst contributing to global space governance.

On the international stage, you will represent Singapore in multilateral forums, particularly within the United Nations system, advocating for Singapore's positions whilst helping to shape international space law and norms. This includes participating in negotiations, building coalitions with like-minded nations, and contributing to the development of guidelines for responsible space activities.

What We Are Looking For

  • The ideal candidate brings extensive experience in policy development, international relations, or space governance. You should have a strong understanding of international law, multilateral diplomacy, and the space sector's technical and commercial aspects. Experience in government policy work, international organisations, or space-related industries would be highly valued.
  • You possess excellent analytical and strategic thinking capabilities, with the ability to synthesise complex technical, legal, and political considerations into coherent policy recommendations. Strong communication and negotiation skills are essential, as you will engage with diverse stakeholders from government agencies, industry, academia, and international partners.
  • Familiarity with space technology, international space law, or UN processes would be advantageous.
