[What the role is]

The Health Promotion Board's vision is to make Singapore a nation of healthier people.

You will be a part of HPB's Youth Preventive Service, Planning Division, working closely with HPB's child and youth clinical, programme and partnership divisions. Additionally, you will build key partnerships with related government agencies to shape and implement evidence-based, user-centric preventive health initiatives for children, youth, and families.

This role supports national initiatives such as Grow Well SG, contributing to service strategy and experience design across digital and physical channels.

[What you will be working on]

As a key member of the Planning (Service Design) team, you will operate at both the strategic and delivery levels, translating strategic intent into executable approaches and ensuring effective implementation.

You will lead in and contribute to human-centred design and qualitative research activities, from planning to fieldwork to synthesis and translation into service implications and execution strategies.

You will drive insights management across the child and youth life course, including stewardship of the insights repository and maintenance of customer journey maps, personas, and service blueprints to inform service, programme, and policy decisions.

You will shape and assess end-to-end customer journeys (preschool through tertiary), identifying experience gaps and systemic opportunities, and translating these into actionable service improvement approaches.

You will lead and support service design prototyping and experimentation projects, including workshops, testing, iteration, and documentation of learnings.

You will monitor service touchpoints across digital and physical channels, championing coherence and a seamless experience for children, youth, and families.

You will contribute to cross-divisional alignment and knowledge-sharing, and support service quality, evaluation, and project reports.

[What we are looking for]

An Ideal Candidate Will Be a Dynamic And Self-motivated Individual With At Least 5 Years Of Relevant Working Experience. The Candidate Should Possess

  • Curiosity about citizen needs and behaviours, with a bias towards actioning on insights
  • Confidence in engaging diverse users and stakeholders
  • Experience in qualitative research and insights synthesis
  • Strong stakeholder management and collaboration skills
  • Comfortable in navigating ambiguity with independence and ownership
  • Clear, concise communication of complex ideas and insights
  • Relevant qualifications in Service Design, User Experience Design, Design Thinking, Behavioural Science or a related field

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure subject to meeting criteria.
