Job Description

The Research Security (ReSec) department drives the build-up of A.STAR-wide ReSec capabilities and ensures robust and effective governance and proactive management of key risks. The ReSec department is also responsible for A.STAR's international outreach and engagements on ReSec matters.

Responsibilities

  • Policy review & implementation: Monitor global developments and provide analysis and recommendations to senior management. Review and update ReSec-related policies, procedures and guidance (PPGs) and work with A.STAR research entities to implement ReSec-related PPGs.
  • Compliance and Risk Monitoring: Monitor compliance to ReSec-related PPGs. Perform risk analysis to identify gaps and vulnerabilities and recommend improvements and follow up actions to senior management.
  • Education and Outreach: Develop and conduct awareness/training programme for A.STAR staff on ReSec risks, best practices and compliance requirements.
  • Due diligence and risk assessment. Conduct due diligence and risk assessment of cases referred to the department, and develop risk mitigation measures where needed.
  • ReSec Focal Point: Serve as the primary point of contact for internal and external stakeholders for ReSec matters. Work closely with various departments, including IT, compliance, legal, and research units to promote a culture of security and compliance in research activities.
  • International engagements. Represent A.STAR at major international fora and bilateral engagements on ReSec matters. Engage international ReSec counterparts on best practices and partnership efforts.

Requirements

  • Understanding of, and at least 3-4 years of past work experience in, international relations, government affairs, or regulatory compliance
  • A background in Science, Technology & Innovation policy, and/or ReSec would be advantageous
  • Demonstrated ability to build and navigate relationships across diverse cultures as well as large organisations
  • Strong strategic thinking, policy planning, project management and stakeholder management skills
  • High learning agility and adaptability
  • Effective and thoughtful communicator
  • Self-starter, independent and resourceful, as well as a strong team player
