Job Summary
The incumbent will be based at one of the Public Healthcare Institutions (PHIs) in Singapore, responsible for the logistics support and inventory control within the PHI. Working in a team, the incumbent will receive and distribute inventory items, and ensure inventory accountability and accuracy in the system. He/She will also work closely with PHI partners to support the day-to-day operations for patient care.
Job Responsibilities
1. Store / Warehouse Management
- Plan, organize storage and direct housekeeping for warehouse
- Manage a good physical layout and maximise storage space
- Ensure all goods are replenished according to established stock policy
- Maintain and update SAP material master (medical supplies, housekeeping, forms, brochures, stationery etc.), if required
- Manage 3rd party vendor/contractors performing top-up such as managing complaints, conduct regular audits to ascertain the vendor's performance and manage end user's request
- Prepare, review and revise risk assessment as required
- Prepare, review and revise policies, SOPs, audit checklist and other required documentation for GIA, MOH, HSA, SCDF, ISO audits
- Plan and review supplies storage management practice and available system to continue optimize the storage of supplies in warehouse
- Review and implement workplace safety measures, if required
2. Goods Receipt Management
- Provide oversight and control to ensure non-executive perform their roles and internal processes are adhered to.
- Ensure that staff are trained and made available to support the needs of executing goods receipt.
- Ensure external processes are well established with stakeholders for the timely completion of the goods receipt.
- Ensure timely submission of invoices/ Goods Receipt (GR) documents to Finance if applicable
- Communicate with other stake holders in the institution on any issues that impacted on supplies receiving / vendor delivery point if applicable
- Communicate with non-exempt staff of any changes that will have impact on supplies receiving process if applicable
- Periodically review policies, SOPs, and risk assessment
3. Goods Issuance / Supplies Distribution management
- To provide oversight and control to ensure non-executive perform their roles and internal processes are adhered to.
- To ensure that staff are trained and made available to support the needs of executing goods receipt.
- To ensure external processes are well established with stakeholders for the timely completion of the goods receipt
- Ensure timely submission of invoices/ Goods Receipt documents to Finance if applicable
4. Inventory Management
- Lead inventory reviews in collaboration with internal/ external users and buyers
- Review minimum/ maximum level of stocks with Executives
- Plan cycle counts & annual stock take exercises and schedules
- Conduct periodic write-off for expired stocks, if required
- Ensure print/update inventory reports for BCP
5. Operational Readiness to civil disasters, hospitals and national emergencies
- Establish the procedures to respond to civil disasters and national emergencies
- Maintain stock of medical supplies for such contingency and ensuring that they are always in useable condition
- Establish pre-arrangements with vendors such that they are also prepared to respond in such emergencies
- Source for supply of PPE and essential items to the wards/departments in the event of emergencies from MOH or through stockpile plan
- Required to respond to emergency activation during silent hours
6. Others:
- Inbound Management - Provide feedback to buyers and inventory executive on vendor performance
- Team Management and Peer Support - Provide details of general orientation and on-the-job training to new staff or staff rotated to the roles
- Manage staff and provides guidance / direction on all operational aspects of the Logistics function
- Responsible for staff performance appraisal and recommend training and development needs
- Responsible for key leads within the Logistics function for the optimal management of the Warehouse and Distribution activities.
- Be a change agent to address pain points, to review work processes and workflows to improve efficiencies.
- Perform any duties, projects, or tasks as and when assigned
Job Requirements:
1. University Graduate with at least 8 years experience in logistics and supply chain management, preferably in a healthcare provider's environment
2. Experienced in managing warehouse operations and distribution
3. Proficiency in Warehouse Management Systems, SAP MM, eProcurement tools, Operations Research.
4. IT skills & Proficiency in Flow Diagrams, Microsoft Excel, PowerPoint, and Word is a must.
5. Ability to manage software simulation for warehouse flows is highly preferred
