Job Description
Job Summary
Reporting to the Director, Finance, the Manager / Senior Manager, Finance (General Ledger) is responsible for leading the General Ledger function for the Association. The role oversees the month-end and year-end financial closing process, financial and statutory reporting, audit coordination, accounting governance and internal controls, while leading the General Ledger team to ensure timely, accurate and compliant financial reporting.
Duties &Responsibilities
Month-End & Financial Reporting
- Lead and oversee the monthly, quarterly and year-end financial closing process for the Association.
- Review and approve journal entries, accruals, prepayments, fixed asset accounting and balance sheet reconciliations.
- Ensure all closing deliverables are completed accurately and within reporting timelines.
- Review significant accounting estimates and adjustments.
- Review monthly management accounts, financial statements and supporting schedules.
- Prepare financial reports for Management, EXCO/Council and other stakeholders as required.
- Oversee statutory financial reporting and regulatory submissions.
- Review budget versus actual analyses and financial performance reports.
Budgeting & Financial Planning
- Coordinate and manage the annual budgeting and forecasting process.
- Review and analyse organisational financial performance through budget versus actual analysis.
- Support strategic planning and resource allocation by preparing financial insights, scenario analyses and projections for the Finance Director's review.
- Guide and review the work of executives supporting the budgeting cycle, ensuring timelines and reporting deadlines are met.
Governance, Compliance & Audit
- Ensure compliance with SFRS, internal accounting policies and financial controls.
- Lead the annual external audit and coordinate responses to audit queries.
- Review and strengthen accounting policies, SOPs and internal controls.
- Oversee grant-related financial reporting and compliance requirements where applicable.
Leadership & Team Management
- Lead, coach and develop the team to achieve departmental objectives.
- Allocate workloads, review performance and provide technical guidance.
- Build a high-performing finance team through continuous development and knowledge sharing.
Continuous Improvement
- Drive finance transformation and process improvement initiatives to improve efficiency and reporting quality.
- Champion automation and optimisation of finance systems and closing processes.
- Identify risks and implement improvements to strengthen governance and operational effectiveness.
Stakeholder Management
- Partner with business units to provide accounting guidance and resolve complex financial matters.
- Liaise with external auditors, regulatory bodies and other stakeholders on finance-related matters.
Other Duties
- Must be willing to work on match days, including weekends, in line with SPL, WPL, and National Team calendar.
- Undertake any other duties assigned by the Director, Finance or General Secretary.
Job requirements
- Degree in Accounting, Finance or a related discipline. Professional qualification (CA, ACCA, CPA or equivalent) preferred.
- At least 7-10 years of relevant financial accounting experience, including full-set accounts, General Ledger and financial reporting, with people management experience.
- Strong knowledge of Singapore Financial Reporting Standards (SFRS), month-end closing, financial reporting and internal controls.
- Experience managing audits, statutory reporting and finance transformation initiatives.
- Proficient in accounting software, ERP systems, Microsoft Dynamics 365 Business Central (BC), and Microsoft Excel
- Experience in a non-profit organisation, grant-funded environment or public sector would be an advantage
