Manager, Property Management

Our client is an established property investment and development group with a diversified portfolio of commercial and hospitality assets. Due to business needs, they are now recruiting a Manager, Property Management to oversee building soft services, operational performance and cost management. They are located in the Central area of Singapore, with convenient accessibility.

Responsibilities:

• Oversee daily property soft services, including security, cleaning and outsourced building service providers. Lead the in-house security and cleaning teams, establish service standards and performance indicators, and conduct regular contractor reviews and site inspections.

• Manage service contracts, tender exercises, procurement activities and contract negotiations. Monitor vendor performance, service quality and productivity, and implement operational procedures and improvement initiatives to maintain high building presentation and service standards.

• Prepare annual operating budgets and forecasts, monitor expenditure and monthly financial performance, conduct variance analysis, and identify opportunities for cost optimisation. Evaluate quotations and procurement proposals to ensure cost effectiveness.

• Ensure property operations comply with applicable statutory requirements, regulatory standards and internal policies. Oversee incident investigations, risk mitigation, safety-related matters, certifications, records and regulatory reporting.

• Build and develop the in-house security and cleaning teams, establish clear operational responsibilities and performance expectations, and drive service quality, accountability and continuous improvement.

Requirements:

1. Diploma in Property Management, Real Estate, Building Management, Facilities Management, Engineering, Business or a related discipline, with at least 3 years of relevant commercial property management experience.

2. Experience managing commercial office buildings, preferably Grade A properties, with responsibility for day-to-day building operations and soft services.

3. Proven experience overseeing security and cleaning operations, managing outsourced service providers, monitoring service level agreements (SLAs) and key performance indicators (KPIs), and conducting vendor performance reviews.

4. Experience in operating budget preparation, financial reporting, expenditure monitoring, variance analysis, procurement and cost optimisation.

5. Experience establishing or improving security and cleaning operations, including setting up or insourcing service functions, will be an advantage.
