Job functions
1. Building Management
- Develop, review, and implement Building Standard Operating Procedures (SOPs).
- Oversee building maintenance, repair works, and serviceability of facilities across all centres.
- Manage external vendors, contractors, and service providers, ensuring service quality and contract compliance.
- Maintain proper asset management records and asset tagging for facilities related equipment and infrastructure.
- Plan and execute preventive and corrective maintenance programmes.
- Provide overall oversight of building facilities needs for all centres.
- Implement risk management measures relating to facilities, infrastructure, and operations.
- Manage facilities budget, including CAPEX and OPEX planning, monitoring, and reporting.
- Oversee utilities management, consumption monitoring, and cost optimisation.
- Prepare and submit Estate Progress Reports (EPR) and Estate Monthly Reports (EMR).
- Manage defects reporting and rectification through Executives, Facilities Officers, handymen, and contractors.
2. Tenancy Management
- Administer tenancy agreements for offices and homes, ensuring compliance with contractual and regulatory requirements.
- Liaise with HDB, MCST, and relevant authorities on tenancy related matters.
- Manage tenancy contracts, renewals, variations, and documentation.
- Oversee tenant relations, communications, and issue resolution.
- Maintain Pertapis office asset inventory and related documentation.
- Coordinate defects management and building inspections for tenanted premises.
- Manage rental matters including billing coordination and compliance.
- Administer Hexacube tenancy and facilities system records (where applicable).
- Plan, coordinate, and manage public tender processes related to tenancy and facilities works.
- Create and craft contracts for tenancy and annual services
3. Licensing Management
- Ensure compliance with cyclical maintenance requirements and statutory inspections by MSF and MHA.
- Manage Annual water tank certification, Annual Licensed Electrical Worker (LEW) requirements, and related annual licences.
- Coordinate fire certification and regulatory fire safety compliance.
- Manage 5 yearly building inspections and statutory submissions.
- Oversee the Environmental Sanitation Regime (ESR) and cleanliness standards following Enhance Sanitization Regime mandated by NEA under Public Health Act.
- Administer estate licensing requirements (ie Tenancy Agreement) and renewals.
4. Transportation Management
- Oversee full lifecycle management of organisational vehicles and fleet operations.
- Manage Certificate of Entitlement (COE), insurance, and road tax renewals.
- Oversee management of Cab-charge, Gojek, Cash Card and fleet Esso card usage, controls, reconciliation and ensure monthly reports are made available
- Coordinate 3 monthly vehicle servicing, preventive maintenance, and repairs.
- Manage incident reporting, investigation, and mitigation measures.
- Conduct internal vehicle inspections and compliance checks.
- Coordinate vehicle road tax and insurance renewal inspections (e.g., LTA, VICOM).
- Organise and facilitate quarterly drivers meetings.
- Prepare and submit Vehicle Monthly Reports (VMR).
- Manage and oversee annual fleet insurance.
5. Training, Safety & Other Responsibilities
- Coordinate certification and operational training for facilities and safety compliance.
- Manage DECAM, ESP, FSM, CERT and other statutory or operational training programmes.
- Coordinate appointment and compliance of Fire Safety Managers (FSM) for homes.
- Track and manage FSM Continuing Professional Development (CPD) points.
- Track and manage CERT team formation for all homes
- Support training for Operations Executives in homes relating to facilities and safety.
- Develop and maintain Fire Evacuation Plans (FEP) and conduct evacuation exercises.
- Manage all matters related to Business Continuity Plan (BCP), including but not limited to table top exercises and drills.
- Implement organisational risk management initiatives related to facilities and transport.
- Participate in PHQ quarterly and monthly operational meetings.
- Coordinate PHQ enhancement courses and capability development training.
- Liaise and collaborate with external agencies including NEA, MSF, SPS, HDB, NParks, and SLA to ensure regulatory compliance and operational readiness.
- Monthly PHQ minutes of meeting preparation
- Utility charges and graph representation to Management
- Presentation of works to CEO, Tender Evaluation Committee (TEC) and Exco to obtain relevant approvals.
- Provide support for any PERTAPIS programmes and activities as and when required.
- Carry out any other tasks assigned by CEO and Higher Management.
Candidate Requirements
- Bachelor's Degree in Facilities Management, Building, Engineering, Estate Management, or a related discipline.
- Minimum 2 - 3 years of relevant experience in facilities, estate, or fleet management in a supervisory or managerial role.
- Familiarity with Singapore regulatory requirements relating to buildings, fire safety, sanitation, and vehicle management.
- Experience managing vendors, contracts, and operational budgets.
