Role purpose

The Manager, HR Services, Singapore & APEC Generalist is responsible for leading HR operations for Singapore Above Property associates while providing flexible HR generalist support across APEC. The role ensures consistent and compliant associate-lifecycle delivery across onboarding, associate changes, transfers, exits, recruitment, intern program coordination, documentation and recurring HR processes. Working closely with Singapore associates and people leaders, APEC HR Services, Compensation and Benefits, Finance, Legal, government agencies and regional stakeholders. The role provides practical operational support and supports markets during periods of transition and contributes to regional HR projects, process improvement and service consistency.

Key Responsibilities

Singapore HR Operations and Associate Lifecycle

  • Lead day-to-day HR operations for Singapore Above Property associates across recruitment, onboarding, associate changes, transfers, exits and associate-lifecycle activities.
  • Provide direction and oversight to the Assistant Manager, Office Management and HR Services, Singapore, ensuring effective delivery of office management, workplace services and HR Services administration.
  • Serve as an escalation point for associates and managers on HR policies, processes and employment matters, providing practical guidance and timely follow-through.
  • Ensure associate records, documentation and HR-system data are accurate, complete, confidential and audit-ready.
  • Oversee Singapore payroll administration in partnership with Finance, Compensation and Benefits, and payroll vendors, ensuring payroll inputs, associate changes, statutory requirements and issue resolution are managed accurately and on time.
  • Partner with Compensation and Benefits, Legal, Finance and other partners to ensure timely and accurate associate transactions.

Associate Relations, Compliance and Governance

  • Manage associate relations matters, escalating sensitive or complex cases appropriately and maintaining appropriate documentation.
  • Guide the Assistant Manager, Office Management and HR Services, Singapore on associate queries, workplace matters, records management and HR Services processes, ensuring matters are handled consistently and with appropriate discretion.
  • Support performance, compensation and benefits, engagement and other recurring HR programs, including coordination with relevant regional stakeholders.
  • Monitor compliance with company policies and applicable Singapore employment requirements.
  • Oversee government-agency matters, including MOM, IRAS and other relevant authorities, ensuring responses, submissions and follow-up actions are completed accurately and on time.
  • Identify operational risks and ensure appropriate follow-up, documentation and escalation.

APEC Market Support and Regional Initiatives

  • Provide project-based and operational HR support across APEC markets, including interim market coverage during vacancies, organizational changes or periods of increased workload.
  • Coordinate with HR Services colleagues, market HR teams and regional stakeholders to support consistent execution of HR processes across relevant markets.
  • Support regional implementations, process improvements and standardization initiatives.
  • Prepare reports, workforce information and HR insights for key stakeholders.

Intern Program, Recruitment and Office Support Oversight

  • Manage the APEC intern program and maintain consistent program standards, including recruitment, onboarding, program activities and completion processes.
  • Support recruitment for Singapore and markets without dedicated HR Business Partner coverage, partnering with hiring managers on job requirements, candidate coordination and selection processes.
  • Provide oversight of Singapore office-management activities delivered by the Assistant Manager, Office Management and HR Services, Singapore including workplace services, facilities coordination, vendors, associate events and internal communication support.
  • Ensure office-management and associate-engagement activities are coordinated effectively with HR Services priorities and support a professional, inclusive and service-focused office environment.

Documentation, Process Improvement and Service Quality

  • Maintain structured HR documentation and filing systems, including SharePoint, appropriate document retention, access controls and confidentiality.
  • Develop, review and maintain standard operating procedures, Associate Handbooks, templates and associate communications, ensuring alignment with HR Services standards.
  • Review work outputs prepared by the Assistant Manager, Office Management and HR Services, Singapore as required, providing coaching, feedback and guidance to support accuracy, consistency and professional development.
  • Identify opportunities to simplify processes, reduce manual work and improve the associate experience.
  • Track service issues and contribute to improved consistency and quality across HR Services.
  • Perform any other duties and responsibilities as reasonably assigned or instructed by the business from time to time.

Required Skills And Experience

  • High working knowledge of Singapore employment practices and associate-lifecycle processes, with the ability to support associates and managers on policy and process matters.
  • Strong HR generalist, HR business partner, or HR operations experience, including responsibility for associate-lifecycle delivery and associate relations matters.
  • Experience supporting leaders and associates across multiple countries, locations, functions, or stakeholder groups in a regional or matrixed environment.
  • Ability to successfully manage, lead and develop a team of direct reports.
  • Working knowledge of employment practices and statutory requirements in one or more assigned markets, with the ability to coordinate reliable local advice across all assigned markets.
  • Experience advising leaders on workforce planning, organizational change, performance, talent and associate relations matters.
  • Experience coordinating payroll, benefits, HR systems, recruitment, vendors and recurring HR programs with internal partners and external providers.
  • Experience overseeing or coordinating office management activities, local workplace administration and vendor support across assigned markets is advantageous.
  • Experience planning associate relations or engagement calendars, coordinating market events and managing related budgets is advantageous.
  • Strong stakeholder-management and communication skills, with the confidence to provide clear, practical and balanced advice across cultures and levels.
  • Sound judgement, discretion and attention to detail when handling confidential or sensitive matters.
  • Strong project-management and organizational skills, with the ability to manage competing priorities, deadlines and operational cycles across countries and time zones.
  • Proficiency in HR systems, with the ability to interpret workforce data, prepare clear management information and maintain accurate records.
  • High level of proficiency in Microsoft Excel, Power BI, PowerPoint and other Microsoft Office applications and reporting tools, with experience in data analysis, dashboard creation, tracking and preparing management presentation decks and information.
  • Ability to deliver presentations to Business Partners and other key stakeholders
  • Ability to work independently while collaborating effectively across functions, markets and time zones.
  • Experience with audits, process improvement, organizational change, transformation or HR service standardization.
  • Strong service orientation, stakeholder-management capability and practical problem-solving mindset.

Preferred Qualifications

  • Degree in Human Resources, Business Administration or related discipline.
  • Regional or multi-country HR Services experience within APEC.
  • Experience leading or coordinating HR team members, service-delivery partners, external payroll, benefits, immigration or employment-service vendors.
  • Working capability in a language relevant to one or more assigned markets is advantageous.
