Job Description

The Manager, Talent Enablement (TE) Operations is a senior HR leadership role responsible for managing both Talent Acquisition and HR Operations. This role ensures an integrated, endtoend employee lifecycle approach covering workforce planning, recruitment delivery, onboarding, retention, internal mobility, and employee experience. The position acts as a key bridge between the business, HR COEs, and Operations, driving scalable, compliant, and highimpact people outcomes.

This role manages Recruitment and HR Operations, with 7 direct reports including TA Partners and HR Specialists

Roles and Responsibilities:

Leadership & Operations

. Oversee all Contingent Business operations in Singapore, managing annual revenue while consistently exceeding financial targets.

. Lead a team of 7 direct reports and oversee 500+ Contract Associates, driving operational excellence, SLA performance, and compliance across onboarding, HR, and payroll functions.

. Establish long-term strategies that build market share, improve margins, and expand enterprise customer engagement. Client and Business Growth.

. Manage strategic accounts across key sectors, including several Fortune 500 clients, serving as a trusted advisor on workforce planning, recruitment strategies, and transformation initiatives.

. Resolve significant escalations to ensure excellent delivery and high client satisfaction.

. Lead all recruitment efforts for the contingent workforce, focusing on active, passive, and niche skill areas. RFP, RFQ, MSP Leadership.

. Oversee all contingent RFP, RFQ, and MSP processes, ensuring competitiveness, service differentiation, and operational readiness.

Governance, Risk Management & Compliance

  • Ensure all recruitment and HR processes comply with local labor laws, company policies, and data privacy guidelines.
  • Oversee adherence to SLA, KPI, and audit requirements associated with staff-augmentation models.
  • Maintain documentation standards and support internal/external audits.

Continuous Improvement & Transformation

  • Identifies opportunities for continuous service improvement.
  • Identify operational inefficiencies and lead process optimization initiatives across TA and HR functions.
  • Champion technology adoption (ATS/HRIS enhancements, automation, AI, reporting tools).

Knowledge and Attributes:

  • Excellent HR and employee retention skills.
  • Excellent communication skills - both verbal and written coupled with excellent ability to collaborate with internal stakeholders and external clients.
  • Experience in budgets and cost management.

Academic Qualifications and Certifications:

  • Bachelor's degree or equivalent degree in Human Resources, Business, or related field

Required experience:

  • 8 - 10 years of HR and Talent Acquisition experience, with at least 2 years at a managerial level.
  • Proven experience in staff augmentation and HR service delivery models.
  • Strong knowledge of regional labor laws, HR operations, and recruitment best practices
