About the Division

The Human Resources Division drives and delivers the human capital strategy to support the organisation's strategic thrusts and goals, and at the same time achieve HR excellence and employee satisfaction, as an Employer of Choice.

Job Purpose

Reporting directly to the Head of Human Resources, the Deputy Head plays a key role in supporting the HR Head to drive the HR strategy, leading enterprise-wide people initiatives with the aim of enhancing the workplace culture, organizational effectiveness, and ensuring operational excellence across human resources and administration. This role is both visionary and operational.

Main Responsibilities

  • Partner with the HR Head to develop and execute the organization's people strategy.
  • Deputise the HR Head and represent HR at the executive level in the HR Head's absence.
  • Partner with Senior Management to design and optimise talent and manpower planning and build organisational effectiveness.
  • Lead organizational design initiatives to support organizational and business goals.
  • Oversee end-to-end employee lifecycle, including recruitment, onboarding, employee experience and engagement.
  • Support division heads to build and maintain robust succession pipelines for critical roles.
  • Design, develop and implement talent and high potential programs for the workforce.
  • Build enterprise capabilities through identifying learning solutions for respective workforce audiences.
  • Champion process improvement and scalability across all HR operational processes.
  • Lead, coach, and develop a team of HR and Admin executives to foster a high-performance, service-oriented culture within the HR division.
  • Oversee building management and office administration matters, as supported by the facilities management and administration team.

Requirements

  • A degree in HRM or professional HR qualifications.
  • Minimum 10 years of relevant experience, with at least 5 years in HR middle management/leadership role.
  • Working experience in the insurance or financial industry would be an added advantage.
  • Strong knowledge of HR best practices and Singapore employment laws.
  • Demonstrated ability of leading HR through driving enterprise-wide change.
  • Possess mindset of continuous improvement, with a bias to action.
  • Experience in a listed company would be beneficial.
  • Strong influencing and interpersonal skills.
  • Strong written and verbal communication skills.
