Job Description:
The Civil Engineering Manager (LTA NEC4 Implementation) will play a key role in leading the technical and managerial aspects of new LTA infrastructure projects tendered under the NEC4 contract framework. The candidate will be responsible for project planning, tender preparation, NEC4 compliance, and subsequent project execution readiness.
Key Responsibilities:
- Lead civil engineering planning, technical review, and coordination for new LTA tender submissions under NEC4 form of contract.
- Ensure tender and project documentation comply with LTA NEC4 contract requirements, including clauses, early warnings, compensation events, and risk allocation.
- Work closely with the tender and commercial teams to prepare technical submissions, method statements, construction schedules, and resource plans.
- Provide regular tender progress report and tender pricing updates to Tokyo HQ.
- Carry out detailed technical discussions with Tokyo HQ technical department.
- Evaluate engineering solutions to ensure constructability, cost-effectiveness, and compliance with LTA design and construction standards.
- Liaise with consultants, subcontractors, and internal stakeholders to support tender strategy and implementation planning.
- Participate in design development, value engineering, and constructability reviews.
- Develop implementation plans for NEC4 processes, including communication protocols, risk registers, and project controls systems.
- Provide engineering leadership and readiness for project execution following award.
- Support training and capacity-building within the team on NEC4 contractual and procedural requirements.
Requirements:
- Bachelor's Degree in Civil Engineering or equivalent from a recognized institution.
- Minimum 10 years of relevant experience in civil/infrastructure projects, with at least 15 years in a managerial or tender leadership capacity.
- Proven experience in Land Transport Authority (LTA) projects is mandatory.
- Strong knowledge and hands-on experience with NEC4 contract implementation(ECC, PSC, or related forms).
- Familiarity with LTA tender processes, specifications, and submission requirements.
- Proficiency in written and spoken Japanese is a MUST to communicate project technical details, schedules, and NEC4 contract concepts to Japanese HQ to obtain critical budget support for tendered project.
