Job Description

Singapore Cancer Society (SCS) is seeking a highly organised and strategic Manager to oversee and support our Cancer Prevention & Control initiatives, with a focus on vaccination and mobile screening programmes.

This supervisory role is responsible for coordinating and managing the operational aspects of key national and community-based screening initiatives, ensuring smooth programme delivery, strong stakeholder engagement, and effective reporting to internal and external partners.

The successful candidate will oversee the following programmes:

  • Faecal Immunochemical Test (FIT) Kit Distribution

  • Community Mammobus Programme

  • HPV Self-Sampling Screening

  • HPV Vaccination

  • Other operational screening initiatives as required

This role combines programme coordination, event management, administrative oversight, data management and stakeholder engagement to drive impactful cancer prevention efforts in the community.

Key Responsibilities

1. Programme Operations & Supervision

  • Work closely with internal and external stakeholders in the planning and execution of screening and vaccination programmes
  • Serve as the primary point of contact for programme-related enquiries
  • Coordinate and manage FIT-kit related projects, including vendor liaison and efficient mail-out of kits to participants
  • Oversee coordination of the Community Mammobus Programme with key partners
  • Supervise and manage HPV-related programmes and events, including logistics planning and execution
  • Build and maintain strong working relationships with stakeholders, partners and vendors

2. Administrative & Financial Management

  • Oversee administrative and operational support for the team
  • Coordinate procurement processes, ensuring timely payment processing and compliance with organisational guidelines
  • Support management in department budget monitoring and financial reporting
  • Ensure accurate documentation, tracking and reconciliation of programme-related expenses

3. Reporting, Outreach & Cross-Functional Support

  • Prepare reports, project status updates and presentations for management, funders and key stakeholders
  • Contribute to annual report write-ups and programme impact reporting
  • Support outreach efforts such as community and corporate talks, as well as Community Engagement Cluster events where required
  • Manage phone calls and programme-related enquiries when necessary
  • Support cross-departmental events and initiatives as needed

Key Requirements

  • Minimum Bachelor's Degree in a related field
  • 2-5 years of experience in healthcare administration, data management systems or a similar role preferred
  • Knowledge of HPV vaccination programmes and/or screening operations is an added advantage
  • Strong proficiency in Microsoft Office Suite, particularly Excel
  • Strong project management, organisational and time management skills
  • Excellent analytical skills and high attention to detail
  • Strong written and verbal communication skills
  • Experience in financial processing and reconciliation
  • Strong problem-solving skills with ability to work independently
  • Excellent interpersonal skills with a professional demeanour
  • Ability to handle sensitive information with confidentiality
  • Strong team player with the ability to collaborate across departments
