M&E Engineer

Facilities Engineer will be responsible for the management and maintenance of the M&E facilities in MOE Building. He shall oversee functions and activities of day-to-day M&E systems and prepare a systematic approach to repair, maintenance and improvement work to MOE Building. He/she shall develop, implement, review and maintain the maintenance regime and processes review processes and implement improvement to building services. He/she oversees the works carried out by the outsourced contractors and to ensure minimal disruption to the building operation.

Facilities Engineer shall hold a degree/diploma in Electrical, Mechanical Engineering or equivalent with minimum eight years relevant experience in maintaining M&E systems in the high-rise office buildings. He/She must have practical knowledge of building services and M&E operations such as air conditioning system, electrical system and capable of troubleshooting system breakdowns.

The Engineer shall personally attend all monthly meetings with the Employer and he/she shall be physically present on site during emergencies unless he/she has the prior permission from the Employer to absent himself/herself from the meeting or emergencies and that an authorised representative will be attending on his/her behalf.

The Engineer shall carry out daily inspections under the Contract to ensure that the Site is well maintained. The Employer may as and when require request for joint inspection.

The responsibilities of the Engineer shall include but not be limited to the following:-

a. To carry out daily maintenance of M&E systems/ building activities
b. To supervise and ensure all M&E and building services under the Contract are properly maintained and in efficient operating condition
c. To monitor all scheduled, breakdown and unscheduled and cyclical maintenance works
d. To schedule, monitor and ensure scheduled and breakdown maintenance activities and additional M&E and building services under the Contract are carried out effectively
e. To supervise a team of staff deployed on site and
f. To carry out daily inspection of M&E systems and building to ensure that defects are promptly rectified as spelt out in the service standard.

On top of his normal duties in carrying out Breakdown Maintenance to M&E systems and building services, the Engineer shall be required to assist in enforcing fire safety rules and policing for fire safety measures for the Site.

Any instruction given by the Employer to the Engineer shall be deemed to be instructions to the Contractor who shall carry them out expeditiously.

The Engineer shall not be replaced or transferred without the prior consent of the Employer.

The Engineer shall not be allowed to be engaged by the Contractor to perform other works, including project works without the approval of the Employer.
