Job Scope:
- Plan and assess the overall data requirements from the library and IT systems that are relevant and important for data driven decision making purposes by the various teams and provide a holistic data analytics plan for the library.
- Manage and mediate the technical specifications for data requirements for library, including any data cleaning or data transformation steps, articulate and work with CITS and vendors on the proposed solutions to meet the needs of business owners via automated means.
- Administer the lifecycle of data management in compliance with data governance policies and procedures.
- Collaborate, identify and assess with stakeholders recommendations on process improvements, automation, or evaluation of new systems for adoption
- Lead the technical aspect with the business owners and key stakeholders on the types of IT related requirements and solutions for dashboards development,data visualization,and data governance.
- Administer, communicate and mediate on technical requirements from library with CITS, internal and external system administrators, software engineers, developers or programmers.
- Manage the available project resources and ensure deliverables are met on time and according to technical specifications
- Lead in identifying, designing and implemention of relevant training initiatives to upskill colleagues.
- Provide expertise in the use of data analytics and tools for reporting and decision making.

Requirements:
- A recognized bachelor's degree in Information Systems/Technology, Computer Science, Systems Engineering, or a related discipline
- A master's degree in library and information science or MLIS is an equivalent is an advantage.
- At least 5 years of working experience, with at least 1-2 years of experience in a supervisory role.
- Experience with enterprise application administration, web technologies and vendor management.
- Experience in facilitation and documentation of technical and end-user requirements, requirement specifications and business cases.
- Demonstrated skills with visualization tools, programming languages and digital technologies (e.g. Qlik, PowerBI, Tableau, JavaScript, VBA, XML, JSON, RPA, Python, SQL, or R).
- Excellent analytical and problem-solving skills.
- Excellent verbal and written communication skills, including an ability to explain complex technology to non-technical users.
- Strong project management skills to drive results.
- Good time management skill and ability to prioritize work well.
- Agile and ability to work under tight deadlines and constraints.
