Key Responsibilities:
Engineering Capability Framework
- Develop, maintain, and enhance engineering competency frameworks across multiple disciplines including software, systems, hardware, reliability, and safety engineering.
- Define role profiles, skill matrices, and proficiency levels with clear behavioural and technical expectations.
Capability Assessment & Standards
- Design and implement structured assessment approaches such as technical evaluations, peer reviews, and evidence-based assessments.
- Ensure consistency and fairness of assessments through calibration processes and governance standards.
Workforce Planning & Insights
- Analyse current capability levels and identify skill gaps against business and programme requirements.
- Develop capability dashboards, heatmaps, and readiness reports to support strategic workforce planning.
- Support hiring, resource allocation, and build-vs-buy decisions in collaboration with stakeholders.
Learning & Development Pathways
- Translate competency requirements into structured learning pathways including training, certifications, mentoring, and hands-on development programmes.
- Collaborate with stakeholders to curate or develop relevant technical learning interventions.
Governance & Change Management
- Support governance forums to maintain and update competency frameworks and standards.
- Drive adoption of capability frameworks through communication, workshops, and stakeholder engagement.
- Embed competency standards into performance, development, and career progression processes.
Systems & Data Management
- Manage competency and skills tracking systems and ensure accuracy and integrity of data.
- Support reporting, automation, and integration with relevant engineering or HR systems where required.
Stakeholder Engagement
- Act as advisor to engineering leaders on capability risks, workforce readiness, and development strategies.
- Facilitate discussions to align engineering capability with organisational goals and delivery priorities.
Requirements:
- Bachelor's degree in Engineering or a related technical discipline.
- Minimum 3 years of experience in engineering environments (software, systems, or related fields).
- At least 2 years of experience in engineering capability development, technical workforce planning, or engineering enablement.
- Strong analytical skills with experience working with data to generate insights and recommendations.
- Experience working with engineering leaders and cross-functional stakeholders.
- Strong communication and facilitation skills.
Requirements (Good to Have):
- Experience in technical training, learning design, or competency-based development.
- Familiarity with workforce planning in complex, multi-project environments.
- Experience with competency frameworks or structured technical career development models.
- Certification in training and assessment (e.g., ACTA / ACLP) will be an advantage.
Technical Skills:
- Proficient in Microsoft Excel or Google Sheets experience with Power BI or Tableau preferred.
- Basic knowledge of SQL or Python is an advantage.
- Experience with competency or learning management systems.
- Familiar with collaboration tools such as Microsoft Teams and SharePoint.
