Job Description

Job Summary

The Learning & Development Specialist will lead the design, development, and delivery of learning interventions to enhance service delivery and compliance capabilities within the Public Service. You will manage programmes, engage stakeholders, and evaluate learning effectiveness to drive continuous improvement and support public sector transformation.

Responsibilities

  • Develop and manage learning interventions aligned with Service and Enforcement Competency Frameworks and Training Roadmaps to build capabilities in service delivery and compliance enforcement within the Public Service
  • Project manage programme development and related workstreams by coordinating stakeholders, overseeing business processes, managing budgets, and ensuring timely delivery of learning initiatives
  • Design and deliver diverse learning modalities including online, blended, and classroom sessions, as well as organise overseas learning trips to enhance learner engagement and knowledge transfer
  • Collaborate with subject matter experts to define learning outcomes, develop curriculum, and create engaging learning resources such as e-learning modules, podcasts, videos, toolkits, case studies, and role plays
  • Facilitate learning sessions, discussions, and activities that promote active participation and skill acquisition in programmes and workshops
  • Evaluate the effectiveness of learning interventions at individual and organisational levels using data-driven methods and provide actionable recommendations for continuous improvement
  • Conduct market intelligence gathering and research to keep learning programmes current with emerging trends and relevant to learner needs
  • Lead or contribute to consultancy projects with public agencies, applying expertise in L&D, competency framework development, human-centred design, and service culture to support agency transformation and development plans
  • Communicate confidently and professionally when facilitating learning interventions and engaging diverse stakeholders across multiple levels
  • Adapt to a fast-changing work environment by managing multiple projects simultaneously and navigating ambiguity with sound judgement and innovation
  • Demonstrate integrity and commitment to excellence in all aspects of work

Preferred competencies and qualifications

  • Experience in andragogy and learning and development, particularly in service delivery or compliance and enforcement contexts
  • Proven ability to design and facilitate learning programmes across multiple modalities including face-to-face, virtual, and blended formats
  • Strong organisational, analytical, project management, and communication skills applied to learning needs analysis, programme management, and learning evaluation
  • Ability to engage and collaborate effectively with diverse stakeholders within and outside the organisation
  • Self-motivated, proactive, resourceful, and innovative approach to continuous improvement and problem-solving
  • Fresh graduates with a passion for learning and development are encouraged to apply designation will be commensurate with experience
