Role Purpose(s)
The role has Group Procurement responsibility across all entities and functions for the Group. Set and implement Group Procurement policy and governance framework for Singapore and Overseas Entities
Key Accountabilities
- Ensure Group procurement policy and processes fulfill business needs and adhered to across HQ (SG) and Overseas entities
- Guide Procurement Analysts based in HQ as well as BU administrators supporting the overseas locations in procurement activities. Procurement Act as a single point of contact to consult and guide local and overseas procurement and team/s on operational queries
- Support and advise Business Leaders on their procurement needs/requirements
Job Responsibilities & Duties
For HQ/SG procurement operations, lead and manage procurement operations providing direction and guidance in:
- Procurement operations starts from purchase request to quotation/sourcing to vendor management/purchase order issuance as applicable, and vendor management.
- Support the Alliance team to build long-term relationships with key and strategic vendors/suppliers
- Guide stakeholders in leading timely renewals of long-term contracts and subscriptions of products and services
- Assist stakeholders in procurement process, qualification/assessment of vendors and ensure best price obtained for procured services/products
- Review WOCs and approval papers when required
- Assist and guide tenders when required
- Collaborate with parent group procurement on bulk purchases or joint tenders when necessary, and assignment of policy and processes
- Collaborate with partners and suppliers to align to parent groups sustainable procurement protocols (such as scope 3)
- Custodian of and responsible for the existing e-Procurement system used by HQ/SG and any initiative related to Procurement technology
- Manage and closely work with Auditors on all procurement functions for the Group (including that of overseas offices)

Education Requirements
BSc degree in supply chain management, logistics, business administration, or related field
Working Experience Requirements
- Proven working experience with 5 or more years in procurement, with 2 or more years leading a procurement team. Preferrably in IT industry
- Strong knowledge of end to end procurement operations, from sourcing, vendor assessment and management, contract management, tender, and compliance and controls
