Job Description
JOB SUMMARY:
As a lead engineer responsible for process and mechanical design of Seawater Treatment Systems like Ultrafiltration, RO and Sulphate Removal Unit for offshore (Platforms / FPSO), and onshore oil & gas facilities.
The role covers the full project lifecycle - from pre-bid and tender support, concept selection and technology selection, through FEED and detailed design, to fabrication follow-up, FAT, installation, commissioning and performance testing.
As the discipline technical authority for the water treatment packages, the Lead Engineer owns the process and mechanical design basis, leads and checks the work of a small squad of engineers and designers, and acts as the principal technical interface to clients, EPC contractors, class societies and vendors.
KEY RESPONSIBILITIES:
- Design of RO, UF, and SRU (Sulphate Removal) packages for onshore, platform and offshore FPSO facilities.
- Develop PFDs, P&IDs, mass/heat balances, and hydraulic calculations.
- Preparation of Process datasheets for Equipment and Instruments.
- Preparation of Process Philosophies like Control, Startup/Shutdown, and Operation /Maintenance philosophies.
- Size membranes, skids, pumps (booster/HP), vessels, and piping for offshore facilities with considering weight/space constraints.
- Select materials for corrosive seawater service and chemical compatibility.
- Identifying all client's comments and communications, to ensure client's comments / requirements are implemented, as well as feedback to project management and commercial team, raise trends / potential change orders, as necessary.
- Review vendor documents and provide comments to ensure the vendor design is in line with the project requirements.
- Prepare technical specifications, datasheets, and MTOs per client/EPC standards (API, ASME, NORSOK, ISO)
- Review vendor packages (membrane suppliers, skid fabricators and etc.,) and co-ordinate HAZOP, Model Review, FAT, SAT and etc.,
- Interface with piping, structural, E&I and layout teams for skids and module integration.
- Prepares training manuals and owner's manuals for on-site training.
- Provide and prepare input to operating manual, pre-commissioning and commissioning manual.
- Contribute to weight / space optimization studies for skid and modules
- Understand the project & client's contractual requirements and scope of work. Clarify scope of work and supply to form the contract basis with client.
- Establish and own the design basis, process design criteria and equipment sizing basis for each package verify and approve calculations produced by the squad.
- Perform and check mechanical design of package equipment - pressure vessels and membrane/filter housings (ASME VIII Div. 1), skid structural arrangements, lifting and sea-transport load cases, nozzle orientation, piping layout and flexibility inputs, and rotating equipment selection.
- Prepare and review mechanical datasheets and specifications for HP/booster pumps, dosing and chemical injection packages, cartridge filters, media filters, hydrocyclones, heat exchangers, blowers and CIP units.
- Ensure compliance with class and regulatory requirements for offshore packages (DNV, ABS, Lloyd's Register), flag/coastal state rules and marine warranty requirements.
- Lead and participate in HAZOP, HAZID, SIL, SAFOP and 3D model reviews (30 / 60 / 90%) close out actions and maintain the action tracking register.
- Plan and control discipline man-hours, deliverables and schedule against the budget report progress, risks and trends to the Project Manager and Engineering Manager.
- Mentor, coach and technically supervise junior process and mechanical engineers and designers act as discipline checker / approver for squad deliverables.
- Support FAT, SAT, pre-commissioning, commissioning, start-up and performance / guarantee tests troubleshoot process upsets such as membrane fouling and scaling, flux decline, differential pressure rise and off-spec permeate quality.
- Drive standardisation of package designs, capture lessons learned and contribute to continuous improvement of in-house design tools, typicals and specifications.
PRE-BID, TENDERING AND PROPOSAL SUPPORT:
- Review ITT / ITB packages, client specifications and scope of work identify technical risks, scope gaps and cost drivers, and prepare the deviation / exception and technical clarification registers.
- Develop conceptual and FEED-level process design for bids - water balance, membrane projections (WAVE, IMSDesign, ROSA, Toray DS), preliminary PFDs, equipment lists, process descriptions and control philosophies.
- Produce preliminary equipment sizing, skid weights, footprint and layout envelopes, and utility / chemical consumption figures - critical for weight- and space-sensitive offshore and FPSO topside bids.
- Issue RFQs to membrane suppliers, package vendors and skid fabricators run technical bid evaluations (TBE) and recommend the most competitive compliant technology and vendor.
- Prepare MTOs, engineering man-hour estimates and the basis of estimate to support the commercial team in pricing, and highlight assumptions, qualifications and risk allowances.
- Write the technical volume of the proposal - technical narrative, method statements, design philosophies, deliverables list, execution plan, organisation chart and schedule inputs.
- Present and defend the proposed solution in bid clarification meetings and technical presentations with clients and EPC contractors.
- Support post-tender negotiation and technical alignment, and lead a structured hand-over of the bid basis to the execution team at contract award.
- Support business development with feasibility studies, budgetary proposals, technology comparisons and client technical presentations.
TECHNICAL SKILLS, SOFTWARE AND STANDARDS:
- Process simulation and hydraulics: HYSYS / UniSim / PRO-II, AFT Fathom, PIPENET or equivalent.
- Membrane projection software: WAVE, IMSDesign, ROSA, Toray DS or similar.
- Mechanical and layout tools: AutoCAD, PV Elite / COMPRESS, and familiarity with 3D model review in Navisworks, E3D / PDMS or SmartPlant.
- Working knowledge of API, ASME (Sec. VIII Div. 1, B31.3), NORSOK, ISO, NACE / MR0175 and class society rules.
- Strong technical writing skills in English for specifications, philosophies, proposals and client correspondence.
REQUIRED QUALIFICATIONS:
- Extensive knowledge and experience in overall water and wastewater treatment processes.
- Experience leading and managing teams in a water and wastewater or similar operational environment.
- Extensive experience in Industrial water and wastewater treatment operations and process management.
- At least 10+ years of relevant experience in industrial water/wastewater treatment.
- Experience in FEED, EPC Engineering and Packages, preferably in Water, FPSO and Oil & Gas Industry.
- Experience in the Oil & Gas / Offshore industry is a plus.
- Experience in the design of complex skid-based industrial water treatment systems.
- Willing to travel
- Able to multi-task and able to work in a fast-paced environment.
- For the Lead position, 10+ years of relevant experience is preferred, including at least 3 years in a lead or discipline-lead capacity on FEED, EPC or package projects.
- Demonstrated pre-bid / proposal engineering experience, including technical bid evaluation, cost and man-hour estimation and client-facing clarification meetings.
- Hands-on offshore / FPSO topside package experience with weight- and space-critical design is strongly preferred.
- Degree in Chemical, Process, Mechanical or Environmental Engineering Professional Engineer or Chartered Engineer status is an advantage.
- Strong interpersonal and client-facing communication skills, with the ability to lead a multi-disciplinary and multi-cultural team.
- Based in Singapore or willing to relocate existing eligibility to work in Singapore is an advantage.
- Valid BOSIET / offshore medical certification is an advantage for site and offshore visits.

- Internal interfaces: Sales and Proposals, Project Management, Procurement, Piping, Structural, E&I, QA/QC, Site and Commissioning.
- External interfaces: clients, EPC contractors, vendors and sub-suppliers, third-party consultants and class societies.
