The Junior Project Manager is responsible for the end-to-end delivery of IT solutions for government and enterprise clients, ensuring projects are delivered on time, within budget, and to contractual quality standards.
This role combines project management discipline with delivery ownership, requiring strong stakeholder engagement, financial control, governance management, and the ability to lead cross-functional technical teams. The role may manage multiple small-to-medium projects or one medium to large project, depending on seniority, scope and risk.
The ideal candidate has IT foundation, understands how modern systems are built, and prior experiences managing projects involving cloud platforms, data, AI/ML, low-code solutions, and enterprise applications will be advantageous, even if they are not hands-on implementers.
Project & Delivery Management
Plan, execute, and deliver software and IT solution projects across the full lifecycle (initiation to closure).
Develop and maintain project plans, schedules, budgets, risk registers, and resource plans.
Ensure delivery adheres to agreed scope, timeline, cost, and quality standards.
Manage delivery using Agile, Waterfall, or hybrid methodologies depending on project needs.
Oversee solution delivery across multiple vendors, subcontractors, and internal teams.
Stakeholder & Government Engagement
Act as the primary point of contact for clients and key stakeholders.
Prepare and present project progress reports, risk updates, and milestone reviews.
Manage expectations and resolve delivery issues in a professional and timely manner.
Ensure compliance with government procurement, governance, and reporting requirements.
Financial & Commercial Management
Propose and manage project budgets and delivery cost plans.
Track project financials and ensure accurate forecasting and reporting.
Authority to adjust solution costing within 5% or SGD 10,000 (whichever is lower) without further approval.
Manage change requests, variations, and service requests in line with contract terms.
Support contract review, vendor negotiations, and commercial discussions.
Governance, Risk & Quality Management
Implement and enforce project governance frameworks and internal delivery standards.
Identify, assess, and mitigate delivery, technical, and operational risks.
Ensure compliance with security, data protection, and regulatory requirements.
Conduct post-project reviews and drive continuous improvement.
Team Leadership
Lead, motivate, and mentor project team members.
Foster a collaborative, accountable, and high-performing delivery culture.
Support skills development and knowledge sharing within the team.
Coordinate cross-functional teams including engineers, architects, QA, and vendors.
What are we looking for
Candidates should preferably have practical exposure from managing projects involving:
GCC, Cloud-based systems and CI/CD (AWS, Azure, or equivalent)
Enterprise application systems and integrations
Database-driven applications and data platforms
Low-code / no-code solution delivery
AI, Machine Learning, data analytics, or data transformation projects
Use of project tools such as Jira, Confluence, MS Project, or similar
Understanding of system architecture and delivery dependencies
(Hands-on development is not required the focus is on delivery leadership and technical literacy.)
