Job Summary
You will be working with our client in the financial industry. You will oversee end-to-end project management, including planning, execution, procurement, stakeholder engagement, risk and change management, and post-implementation maintenance, to ensure projects are delivered on time, within budget, meet business requirements, and comply with governance, security, and service standards.
Responsibilities
- Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency
- Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project on schedule, within scope and budget
- Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Authority
- Plan and lead the development of the business case/concept paper and funding
- Plan and lead the overall procurement activities, in particular Tender Specifications compilation, tendering, tender evaluation, recommendation & award
- Lead the development of the overall project schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables
- Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities
- Conduct regular work group meetings and provide project progress and status reports to stakeholders
- Perform stakeholder management, including keeping the relevant stakeholders informed of the project status on a timely and regular basis
- Manage processes and procedures covering issue and risk management
- Manage the project schedule & lead activities towards the successful closure of the project including Performance Guarantee and Warranty Period
- During project maintenance, lead the application maintenance and support services covering:
- Contract Management
- Service Level Management (SLA)
- Service/Change Request Management (scope, schedule, budget, prioritisation)
- Problem and Incident Management (tracking, escalation, closure)
- Audit and Security Services
- Risk Management
Requirements
- Bachelor's Degree in Information Technology, Computer Science, or a related field.
- Certifications such as CITPM, PMP, COMIT, or equivalent are advantageous.
- 5+ years in ICT project management, preferably handling medium to large-scale projects in government or enterprise settings.
- Hands-on experience across full project development life cycles (SDLC/SLDC) and project management methodologies like PMP or Prince2.
- Strong knowledge of ICT infrastructure (servers, network, cloud, data centers, end-user computing) and IT security technologies (firewall, IPS, WAF, proxy, SIEM).
- Experience in security architecture, threat modeling, and familiarity with Singapore Government security standards, policies, and compliance requirements.
- Understanding of change processes, principles, and methodologies experience in managing large-scale organizational change is a plus.
- Strong conceptualization, analytical, and root-cause problem-solving abilities.
- Proven experience managing teams, collaborating effectively across all organizational levels, and influencing stakeholders toward common goals.
- Excellent written, verbal, presentation, negotiation, and workshop facilitation skills ability to actively listen and build strong relationships.
- Familiarity with procurement and governance processes is advantageous.
- Delivery-focused, pragmatic, and committed to achieving results and customer satisfaction.
- Knowledge of design thinking, hands-on technical delivery experience, and relevant change management or project management certifications.
