Our client, a leading international financial institution, is embarking on a major transformation across its Global Markets and Wealth Management technology platforms in the APAC region covering Fixed Income (including repo), Equities, and related middle- and back-office systems. As part of this growth, we are seeking an accomplished IT Program Manager at Executive Director level to drive the planning, design, and delivery of complex cross-border systems initiatives.

The Opportunity
You will get to lead high-impact transformation programmes across Global Markets and Wealth Management, driving the end-to-end delivery of system migrations and new implementations across the APAC region. In this role, you'll help shape the future architecture of key trading and post-trade platforms spanning Fixed Income (including repo), Equities, and related middle- and back-office systems. You'll define and execute technology roadmaps and integration strategies that enable business scalability and operational excellence, while partnering with front office, operations, and technology teams to ensure seamless delivery and adoption. You'll also oversee vendor evaluation and selection, manage RFPs and proof-of-concepts, and negotiate technical and commercial outcomes. From requirements through to testing, data migration, and go-live, you'll own the full execution lifecycle-building a sustainable IT operating model that supports the next phase of growth in capital markets and wealth technology.
What You Will Bring
You will bring extensive experience - ideally 15 years or more in IT, programme management, or technology delivery within capital markets or securities operations, with a strong track record leading regional or multi-entity transformation projects. You'll have deep expertise in system migrations across both legacy and cloud environments, coupled with a solid understanding of trading and post-trade processes including trade capture, confirmation, settlement, reconciliation, and exception management. Your background includes hands-on leadership of vendor-driven initiatives, from solution evaluation to integration and testing, as well as strong stakeholder management skills with the ability to engage senior executives, regulators, and cross-functional teams. Familiarity with regional regulatory frameworks such as MAS, SFC, and HKMA will be a distinct advantage.
