IT Product Manager -

/ ABOUT THE ROLE

Responsible for shaping the vision, roadmap, and delivery of digital products that support government services. The IT Product Manager will lead product discovery, user research, and backlog prioritisation, ensuring solutions meet citizen and agency needs. The role interacts with product owners, UX designers, engineers, and public‑sector stakeholders, driving Agile delivery and data‑driven decision making. The overall purpose is to deliver impactful, user‑centric digital products that enhance government operations and citizen experiences.

/ KEY RESPONSIBILITIES

• Define product vision and roadmap aligned with government digital transformation objectives.

• Lead backlog prioritisation and sprint planning to ensure timely delivery of high‑value features.

• Conduct user research and discovery workshops to capture needs and validate product direction.

• Collaborate with cross‑functional teams (UX, engineering, data, DevOps) to deliver end‑to‑end solutions.

• Establish product metrics and KPIs to measure adoption, performance, and impact.

• Drive Agile practices across product teams, ensuring iterative delivery and stakeholder alignment.

• Engage government stakeholders and end‑users to gather feedback and refine product features.

• Oversee product launches and rollouts ensuring smooth adoption and change management.

• Ensure compliance with public‑sector standards including security, accessibility, and governance.

• Champion continuous improvement by introducing new practices, tools, and data‑driven insights.

/ MUST-HAVE REQUIREMENTS

• Strong knowledge of Agile product management tools and practices.

• Experience with roadmap planning, backlog management, and metrics tracking.

• Proven ability to conduct user research and discovery.

• Experience in digital products from concept to production.

• Minimum 5-7 years in product management or related roles.

• Track record of delivering enterprise or public‑sector digital products.

• Degree/Diploma in Computer Science, Information Systems, Business, or related discipline.

• Strong analytical and problem‑solving skills.

• Effective communication and stakeholder management.

• Leadership and mentoring capabilities.

/ GOOD-TO-HAVE REQUIREMENTS

• Experience in Singapore Government / Public Sector projects.

• Familiarity with SHIP‑HATS or similar compliance frameworks.

• Exposure to data analytics tools for product metrics.

• Agile/Scrum certification (CSPO, SAFe, etc.).

• Experience with cloud‑based platforms or enterprise applications.

• Government / Public Sector technology delivery.

• Citizen services, e‑government platforms, or compliance‑driven environments.

• Data‑driven product management in enterprise or public‑sector contexts.

• Strategic product visioning.

• Strong stakeholder engagement.

• Analytical and data‑driven decision making.

• Clear communication across technical and non‑technical audiences.

• Leadership in Agile product delivery.

/ TECHNICAL SKILLS

• Product Management Tools: Jira, Confluence, Trello (to be confirmed).

• Agile Practices: Scrum, Kanban.

• Data & Metrics: Google Analytics, Power BI, Tableau (preferred).

• Collaboration: UX research tools, stakeholder engagement platforms.

• Compliance: Secure delivery practices, accessibility standards.
