Job Description

Established in 2003, Mercy Relief has evolved into Singapore's leading independent disaster relief agency with dedicated leadership, capacity building expertise and an affiliate network operating across the entire disaster management cycle.

We provide aid within 72 hours in the aftermath of a disaster. Our goal is to empower communities in five key areas: water & sanitation, shelter, sustainable livelihoods, healthcare and education. In two decades, Mercy Relief has undertaken 126 relief operations, disbursed over $48.6 million in relief funds across 31 countries. We have implemented 105 post-disaster projects and impacted over 3 million lives.

The IP Executive / Senior Executive provides operational, administrative, and coordination support to Mercy Relief's International Programmes Division. The role supports the planning and implementation of overseas relief and development operations by ensuring effective logistics, accurate information management, and robust programme documentation.

This role enables programme delivery through execution and systems support, working under the direction of the Head / Manager, International Programmes.

Key Responsibility Areas:
1. Resource Management: Support the coordination of logistical, administrative, and operational resources for overseas relief and development activities. This includes supporting procurement, sourcing, shipping, and deployment of relief supplies and equipment in accordance with approved plans and budgets.

2. Planning, Monitoring and Evaluation: Support the collection, consolidation, and organisation of programme and project data to facilitate monitoring, reporting, and internal review. Maintain programme trackers, databases, and records to support effective programme oversight.

3. Landscape Assessment: Monitor regional humanitarian developments and emerging disasters, and prepare internal situation updates and summaries to support programme planning and decision-making.

4. Risk Assessment: Support the identification and tracking of operational, administrative, and security-related risks encountered during programme implementation, and ensure timely escalation of issues to supervisors.

5. Quality Assurance and Reporting: Maintain accurate and complete project documentation in line with internal policies, donor requirements, and regulatory standards. Support the preparation and submission of programme reports and documentation for internal and external stakeholders.

6. Cross-Departmental Support: Coordinate with other departments to support integrated planning, budgeting, reporting, and administrative processes related to International Programmes.

7. Office and Operations Support: Support the day-to-day operational needs of the department, including administration, document management and coordination of relief supplies and equipment, as assigned by the Head/ Manager.

Qualifications:

  • A Bachelor's degree in a relevant field such as International Relations or Development Studies.
  • Relevant experience (2-4 years or more) in community work, international humanitarian work, logistics or administrative roles.
  • Familiarity with project management processes and planning, implementation, monitoring, and evaluation. Exposure to humanitarian standards and frameworks, such as Sphere standards, Core Humanitarian Standards (CHS) is an advantage.
  • Strong organisational skills, attention to detail, and ability to manage multiple tasks in fast-paced and high-pressure environments.
  • Good interpersonal and communication skills to work effectively with internal teams and external stakeholders.
  • Cultural sensitivity and adaptability to work in diverse settings, including challenging and remote environments. Fluency in English is required proficiency in other languages relevant to Mercy Relief's operational areas is an advantage.
  • A strong commitment to Mercy Relief's humanitarian mission and values, including integrity, accountability, and impartiality. A deep passion for creating positive impact and improving the lives of vulnerable communities is essential.
