Your role

Our major Oil & Gas Downstream Client is urgently looking for Instrument Engineer who will provide instrumentation and DCS/Systems execution support for projects and turnaround instrumentation scope. You will provide Planning, technical guidance and support complex troubleshooting during major turnarounds.

In addition, you will support technical training to contractors pertaining to Quality Control. You will provide execution and engineering support for Systems Migration Projects.

Responsibilities:

  • Ensure that HSE considerations are consistently treated as high priority throughout engineering, construction, and turnover
  • Act as a leader and role model to promote a robust health, safety, and environmental culture in the project community
  • Maintain compliance with the project& TA safety assurance plan to ensure that work is accomplished in an environmentally sound manner using safe work practices, following company HSSE policies and procedures
  • Participate in the project & TA construction Risk Assessment process prior to contractor mobilization and conduct Safety Observation and Conversations at the job sites to help achieve Goal Zero.
  • Provide support and inputs to contractor risk assessments and mitigation plans supporting the use of tools such as a Job Hazards Analysis and daily Task Hazard Assessments
  • Coordinate and lead the Permit to Work (PTW) process
  • Support contractor to identify, coordinate, and mitigate risks associated with Simultaneous Operations (SIMOPs)if any
  • Respond to safety incidents following proper incident notification process, participate in investigations, and complete action items as required to prevent reoccurrence
  • Comply, participate, and implement relevant project and project & TA management processes, engineering and quality practices and site OP/WIs
  • Facilitate and document Constructability Reviews with Engineering and Operations to optimize construction and help prevent field rework
  • Support Project Engineers in the through the ORS process in Assess, Select, Define and Execute engineering stages of projects, as required
  • Provide inputs for cost estimation of project construction & TA with respect to scope accuracy and level of effort and monitor actual costs against the approved budget
  • Provide input into the scheduling of projects & TA to meet project milestones and maintain construction resources to acceptable levels
  • Review contractor work performance and drive a focus on quality of work and a strong safety culture
  • Ensure contractors follow applicable project construction & TA procedures
  • Ensure good co-operation between the project & TA organization, contractors, and Operations
  • Coordinate with Operations and Project Engineer & TA Lead to ensure that proposed construction and work methods are clearly understood and accepted
  • Review contractor Tie-In / Cutover Plans, etc. and monitor work in progress to ensure compliance with the approved plans endorsed by Technical Authority
  • Coordinate between in house contractors, design engineers, vendors and the Project Engineer to resolve field discrepancies in design packages and address material delays and complex troubleshooting issues.
  • Ensure equipment and manpower resources are being used efficiently
  • Network with various departments to ensure all appropriate permits and regulations are followed.

You are what we are looking for if you:

  • Have Diploma/Graduate Degree in Engineering discipline (Electrical/Instrument) or equivalent technical work experience in the electrical/instrumentation trade
  • Have minimum 10 years of Project Execution/construction experience for Instrumentation & Systems in oil & gas downstream and chemical industry. Experience in Bukom and familiarity of brownfield assets is required
  • Have strong Planning, Coordination and Stakeholder management skills in managing and executing projects with significant Instrumentation and Systems scope. The Instrumentation Execution Engineer is expected to lead the front in all matters of instrumentation execution including the developing of the execution plan
  • Have strong understanding of field installation, construction, and commissioning of instrumentation. This includes quality control/full functional testing, complex troubleshooting of field equipment, FAT/SAT
  • Have execution Experience in a major turnaround
  • Have experience with DCS/IPS/SCADA/F&G systems is mandatory. Ability to understand and articulate complexities and risks during new instrumentation/logic tie ins to existing LIVE systems
  • Have experience with Yokogawa CentumCS3000/VP and ProSafe, Honeywell FSC/SM System preferred
  • Have demonstrated experience delivering projects in an operating plant or other brownfield environment with a focus on minimizing disruption of ongoing operations
  • Have track record for HSE leadership and delivery
  • Have knowledge and experience in project/activity scheduling and interpreting cost reports for cost control tracking and intervention
  • Have experience with quality and engineering documentation requirements necessary for turnover of completed installations
  • Have knowledge of industry standard HSE policies and procedures
  • Have knowledge of industry standard Quality Assurance program requirements
  • Have experience with Permit to Work (PTW)process
  • Have experience with Request for Information process (RFI) for field clarifications and change management during construction
  • Have experience with Safety Instrument Systems (SIS) Process and SIS testing requirements
  • Have experience with base layer controls
  • Have experience with front line troubleshooting of instrumentation, defect identification and root cause analysis(RCA) or causal learning
  • Have experience with HART, Foundation Fieldbus and Modbus Protocol
  • Have experience with Conventional and Quality Measurement Instruments commissioning, testing, and troubleshooting
  • Have strong communication skills andability to breakdown technical details to non-technical stakeholders.
