THE OPPORTUNITY
We are looking for a seasoned IT leader to take the helm of Armstrong's IDT function as our permanent IDT Director. This is a Director-level role reporting directly to the CEO, with full ownership of IDT's people, performance, technology and budget across the Group.
The function has recently gone through a deliberate restructuring — outsourcing infrastructure support to a Managed Service Provider, retaining three specialist pillars in-house (Data/AI/Security & Cloud; Applications & Integration; Group Shared Services), and transitioning to a cleaner, more focused operating model. We are searching for the permanent leader to own and build on this foundation.
This is a role for someone who leads through delivery — who finds genuine satisfaction in making a team perform, bringing structure and discipline to how technology is managed, and building the kind of trust with business leaders that turns IDT from a support function into a genuine partner.
WHAT YOU WILL OWN
Enterprise Technology Leadership & Governance
- Provide overall IDT leadership for Armstrong's end to end enterprise technology capability across all regions covering Singapore (HQ) China, Malaysia and Thailand.
- Align and govern multi-year technology strategies and roadmaps aligned to business priorities and Vision 2030
- Ensure architecture, systems, data and infrastructure initiatives are prioritised and sequenced based on business value, risk exposure and organisational capacity
- Review major technology investments and enforce clear prioritisation criteria across the Group
- Establish and enforce enterprise IT policies, standards and governance frameworks
- Provide technology risk, resilience and readiness assessments to Group Management
- Ensure enterprise architecture direction remains aligned with operational sustainability and cost discipline
- Establish a structured demand management process to provide business stakeholders with clear visibility into project prioritization and status.
OBU Partnership
- Act as the primary Group level technology partner to Regional and OBU leadership teams.
- Ensure Group IT strategies and standards are consistently implemented across OBUs
- Balance enterprise standardisation with local operational requirements in a disciplined and pragmatic manner
- Support execution of strategic initiatives and digital programmes within OBUs through structured governance and resource alignment
- Promote disciplined use of enterprise systems including ERP, MES, WMS and CRM
- Surface technology risks, constraints and capability gaps early to Management team.
Enterprise Systems & Digital Enablement
- Oversee lifecycle governance and operational performance of enterprise systems including ERP, MES, WMS, CRM, EQS and eWorkflow and integration platforms
- Ensure business requirements are clearly defined, assessed and prioritised before implementation of systems
- Partner with the Enterprise Architect to ensure design intent translates into sustainable operational outcomes
- Govern change control processes to safeguard system integrity
- Ensure structured user adoption through training, access governance and accountability mechanisms
- Monitor system effectiveness and drive continuous improvement aligned to business needs
Infrastructure, Cybersecurity & IT Service Reliability
- Ensure high availability, resilience and scalability of infrastructure across all regions
- Govern cybersecurity operations including monitoring, incident response, vulnerability management and regulatory compliance
- Institutionalise IT service management discipline across incident, problem, change and release processes
- Improve service predictability and reduce recurring incidents
- Ensure business continuity and disaster recovery capabilities are defined, tested and maintained
- Govern the outsourced infrastructure partnership with the Managed Service Provider (MSP), ensuring adherence to SLAs, conducting performance reviews, and managing escalations.
Data, Analytics & Platform
- Oversee enterprise data governance to ensure data integrity, security and controlled access
- Ensure data platforms and reporting environments support operational visibility and informed decision making
- Strengthen analytics and AI capabilities in line with business readiness and practical application
- Ensure compliance with regulatory and reporting requirements
- Promote disciplined and responsible use of data across the organisation
IDT Organisation & Capability Development
- Build, structure and lead a multi domain IDT organisation covering Architecture, Applications & Integration, Data & AI, Security & Cloud and Infrastructure
- Define clear roles, accountability structures and operating model across regions
- Strengthen internal technical and managerial capability while reducing over reliance on external vendors
- Develop succession plans and eliminate single point dependency risks
- Drive performance management rigour and elevate delivery standards across IDT
- Foster cross regional collaboration and knowledge transfer to strengthen institutional capability
Financial & Vendor Governance
- Own IDT OPEX and CAPEX planning, budget control and cost optimisation
- Evaluate and justify technology investments to OBU and Regional leadership teams based on measurable business impact and risk reduction
- Govern vendor selection, contract management and SLA performance
- Strengthen commercial discipline and cost transparency across the IDT portfolio
- Ensure technology expenditure aligns with Group priorities and delivers sustained value.
EXPERIENCE
- 15 years in IT leadership, with at least 8 years carrying full accountability for an IT function, team and budget at Manager or Director level.
- Proven experience leading multi-country or regional IT functions with full accountability for systems, infrastructure, security and data environments
- Demonstrated experience building and restructuring technology teams, including upgrading capability and strengthening governance
- Strong background in manufacturing, industrial or multi-site operational environments
- Hands on experience overseeing infrastructure platforms, cybersecurity operations and enterprise systems governance
- Proven track record stabilising and standardising environments during periods of growth or transformation
- Experience aligning technology roadmaps with business strategy and operational capacity
- Experience managing enterprise architects, senior technical leads or cross functional technology teams
- Exposure to hybrid cloud environments and vendor managed service models
- Demonstrated ability to govern major technology investments and vendor ecosystems
QUALIFICATIONS
- Bachelor's degree in Information Technology, Computer Science, Engineering or related discipline.
- Fluency in Mandarin and English is required to effectively engage China OBUs, local vendors and regional stakeholders
- Strong grounding in:
- IT service management (e.g. ITIL or equivalent). ITIL 4 certification validates expertise in IT Service Management (ITSM), focusing on modern, agile, and value-driven IT practices.
- Enterprise infrastructure and security operations

- Cybersecurity or cloud certifications (operational focus)
- Experience with governance, risk, and compliance frameworks
