Job Description

Industrial Water Program Manager role is to provide strategic engineering support in the areas of water program management working closely with the onsite operation team and water treatment vendors to (1) monitor and manage the water system KPIs (ex: boiler and cooling tower) for safe and reliable operation of the plant (2) lead water treatment program selection, improvement and optimization (3) identify and implement water productivity opportunities (4) lead the design and implementation of small improvement projects (5) interface with industrial water suppliers and waste water off taker on operational and technical matters. The position is primarily focused on Singapore operations, with additional technical support provided to sites across Southeast Asia.

Responsibilities

Water System Performance & Optimization

  • Monitor and analyze water system KPIs (e.g., boiler, cooling tower) to ensure safe, reliable plant operation.
  • Identify performance gaps and implement corrective actions to maintain mechanical integrity of assets.
  • Lead water treatment program selection, transitions, improvements, and optimization.
  • Drive water productivity initiatives and implement improvement projects, including design and execution of small-scale engineering solutions.

Vendor & Stakeholder Management

  • Coordinate routine meetings with water treatment vendors to ensure contractual compliance, system performance, and the identification of cost-saving or reliability improvements.
  • Collaborate with suppliers of industrial water, demineralized water, and wastewater offtake services on operational and technical matters.

Technical & Engineering Support

  • Support new projects with expertise on steam quality requirements, steam system design, water quality specifications, and treatment automation.
  • Utilize data analytics, process modeling, and digital tools (e.g., dashboards, alarms) to enhance system monitoring and performance.
  • Lead Management of Change (MoC) processes involving water treatment programs, automation updates, and supplier transitions.

Collaboration & Reporting

  • Provide regular reporting on water system health, operational risks, and mitigation plans to internal stakeholders.
  • Work closely with operations, maintenance, reliability, and other engineering functions to ensure optimized and safe plant performance.
  • Interface with global water treatment subject matter experts to align program strategies and share best practices.

Requirements

  • More than 10 years of experience in directly managing or supporting water treatment programs of large industrial gas, chemicals or refining facilities.
  • Expertise in common corrosion/failure mechanism specific to plant operations.
  • Must have at least 3 years of experience in supporting process or utility units in the industrial gas, chemicals, refining/petrochemical and/or steam generation facilities.
  • Knowledge of water purification or treatment plants/unit operations, cooling water systems, waste heat recovery systems, and direct fired boilers.
  • Ability to monitor and correct plant performance based on data / statistical analysis and process modeling.
  • Demonstrated ability to lead or participate in root cause analysis as water chemistry subject matter expert.
  • Awareness of chemical plant process safety standards.
  • Excellent interpersonal and communication skills, capable of influencing people at all levels of the organization across multiple departments.
  • Willingness to balance priorities and provide active and critical support to multiple operating sites.
  • Degree in Engineering from a recognized university ideally in Chemical Engineering or related discipline
