Role Purpose

The Impact Director for the Asia Ocean Fund leads the fund's impact and systems change strategy, ensuring that investments and the associated Technical Assistance(TA) facility contribute to durable, system-level outcomes. The role embeds impact integrity, systems thinking, and long-term change pathways at the core of strategy, while leading impact-led fundraising for the Fund and overseeing the design, setup, and resourcing of the TA facility.

Job Responsibilities

1. Impact & Systems Change Leadership

. Define and steward the organization's impact and systems change thesis and theory of change.

. Embed systems thinking across investment strategy, portfolio construction, and Technical Assistance deployment.

. Identify leverage points for systems change (markets, value chains, policy, enabling infrastructure).

. Act as the organization's impact and systems change, advising leadership and the Investment Committee.

. Lead the assessment of impact, systems change contribution, and related risks during pre-investment due diligence, informing investment decisions prior to capital deployment.

2. Impact-Led Fundraising & Capital Mobilisation

. Lead and execute the organization's fundraising strategy, including grants, DFIs, corporates, mission-aligned investors, foundations, and high-net-worth individuals.

. Identify, cultivate, and manage relationships with donors, partners, and funders.

. Develop compelling fundraising proposals, pitch decks, and impact narratives.

. Work closely with senior leadership to set fundraising targets and diversify funding streams.

. Represent the organization in meetings, events, and strategic partnerships.

. Monitor fundraising performance and report progress against targets.

3. Impact Management & Measurement

. Design and oversee frameworks for measuring, evaluating, and reporting social and/or environmental impact.

. Ensure data collection, analysis, and learning processes are robust and aligned with funder requirements.

. Translate impact data into clear insights, reports, and stories for internal learning and external communications.

. Ensure investments, portfolio activities, and TA-supported initiatives remain outcome-driven and aligned with the organization's mission and theory of change.

4. Technical Assistance (TA) Facility - Systems Change Enabler

. Lead the design, establishment, and strategic positioning of the TA facility as a core systems change lever.

. Define TA objectives, governance, eligible activities, and intended impact outcomes.

. Lead the resourcing and fundraising of the TA facility in alignment with impact and systems change priorities.

. Ensure the TA facility effectively supports portfolio de-risking, ecosystem development, and long-term impact.

5. Stakeholder Engagement & Thought Leadership

. Represent the organization externally as a senior impact and systems change leader.

. Engage with donors and LPs, impact and systems change experts and strategic ecosystem and policy partners

. Strengthen the organization's positioning as a credible, impact-first, systems-oriented platform.

. Support internal teams in embedding systems thinking and impact discipline across the organization.

Job Requirements

Professional Experience

Minimum 12 years of relevant professional experience within impact investing, fund raising, philanthropy, sustainability, or related sectors.

Proven ability to develop and lead impact strategies, define a theory of change, and apply systems thinking to drive scalable social or environmental outcomes.

Experience working with investment teams to assess impact potential, systems change contribution, and impact-related risks.

Demonstrated experience in fundraising and securing support from diverse stakeholders across sectors and regions.

Experience in designing and managing frameworks for impact measurement, data collection, reporting, and learning, aligned with recognized standards.

Experience in designing or managing technical assistance facilities, ecosystem-building initiatives that strengthen portfolios and deliver long-term impact.

Strong ability to engage senior stakeholders-engaging donors, investors, policymakers, and ecosystem partners, and establishing the organization's credibility as a thought leader in impact and systems change.

Relevant experience in the ocean or maritime sectors preferred.
