ICT Project Manager

Job Scope

• Lead the full end-to-end delivery of ICT systems that support business transformation and operational excellence.

• Drive a product-centric approach while ensuring projects are delivered in line with strategic objectives and within defined parameters.

Key Responsibilities

• Develop strong business cases for ICT systems that are aligned with corporate strategy and agency IT masterplans.

• Define comprehensive system roadmaps and carry out procurement strategies that deliver the best value for the organisation.

• Oversee the entire project lifecycle from initiation to implementation, ensuring deliverables address identified business needs within agreed cost, timeline and quality parameters.

• Prepare detailed project plans, identify and manage potential risks, and maintain proactive stakeholder engagement throughout the delivery process.

• Act as the internal advocate for a product-centric mindset and agile delivery methodologies.

• Promote a culture of continuous improvement and user-focused outcomes.

• Facilitate effective user engagement sessions and ensure solutions are designed with end-user needs as a key priority.

Requirements

• Minimum 5 years of project management experience in a similar capacity, with proven expertise in agile delivery methodologies.

• Strong portfolio demonstrating hands-on project management success, with consulting, software development or design experience.

• Technical competency in both low-code and high-code development environments within medium to large-scale software projects.

• Excellent stakeholder engagement and communication skills, with a proven ability to influence decision-makers and present innovative ideas effectively.

• Prior experience with co-sourcing delivery approaches and familiarity with the Singapore Government Technology Stack will be advantageous.
