Frazer Jones is delighted to be partnering with a global multinational organisation in the manufacturing sector to appoint an experienced HR Operations Manager. Based in Singapore, this role presents a strong opportunity for an operationally grounded HR professional to play a critical role in building scalable, compliant, and well-governed HR infrastructure for a complex, multi-market business.

Reporting to the Chief People Officer, you will have full accountability for end-to-end HR operations, with a strong emphasis on governance, accuracy, and consistency. You will be responsible for designing, documenting, and implementing HR policies, workflows, and standard operating procedures, ensuring that all processes are fit for purpose, compliant with applicable regulations, and applied consistently across the organisation. Acting as the central process owner, you will introduce discipline, structure, and internal controls into HR operations, helping to minimise ambiguity and operational risk.

Payroll oversight is a core component of this role and a fundamental capability for success. You will oversee outsourced payroll vendors across multiple markets, ensuring payroll accuracy, timeliness, and compliance, while confidently managing vendors and resolving issues independently. In parallel, you will maintain high standards of HR documentation, data integrity, and process compliance, taking full ownership of follow-through and operational delivery. This role serves as the reliable backbone of the HR function, ensuring that systems, processes, and records are robust, consistent, and audit-ready.

The ideal candidate will hold a degree in Human Resources, Business Administration, or a related discipline, and bring six to eight years of progressive HR experience, with demonstrable strength in building policies beyond execution alone. You will have prior experience designing workflows, implementing process improvements, overseeing payroll operations, and working confidently with HRIS platforms within regional or global environments.
