Human Resources Manager (Learning & Development - Shipping Industry)
Company Overview
Our client is an established organization with operations across multiple locations and a diverse workforce. They are looking for an experienced Learning & Development Manager to lead the organisation's L&D strategy, strengthen workforce capability and build consistent learning and development frameworks across the business.
The Role
Reporting to the General Manager, Human Resources, you will lead the Learning & Development function and oversee an Executive / Senior Executive within the team. The role will be responsible for shaping the organisation's L&D strategy, governance framework and capability-building initiatives across the group.
Key Responsibilities
- Develop and drive the organization-wide Learning & Development strategy, ensuring alignment with current and future business requirements.
- Establish and continuously improve L&D policies, processes, governance frameworks and operating procedures.
- Partner with HR Business Partners and business leaders to identify capability gaps and lead the organisation-wide Training Needs Analysis (TNA) and annual learning planning process.
- Develop and enhance competency frameworks, proficiency standards and career development pathways to support employee development and succession planning.
- Design and implement leadership development and talent development initiatives to strengthen organisational capability.
- Develop L&D metrics, dashboards and reporting frameworks to measure learning effectiveness and support decision-making.
- Oversee mandatory training, certification requirements, refresher programmes and related governance.
- Manage and continuously improve the organisation's Learning Management System (LMS) and related learning technologies.
- Oversee corporate learning programmes including induction, internships and scholarship programmes.
- Work with internal subject matter experts and external training providers to develop effective learning solutions.
- Manage L&D budgets, training expenditure and applicable training grants.
- Lead, coach and develop the L&D team while continuously improving processes and service delivery standards.
Requirements
- Degree or Diploma in Human Resources Management, Learning & Development, Organisational Development, Business Administration or a related discipline.
- Minimum 7-10 years of progressive HR experience, with significant experience across Learning & Development, talent development or organisational capability.
- Strong experience establishing and managing L&D policies, processes, frameworks and governance practices.
- Proven experience developing learning programmes, competency frameworks and capability-building initiatives across multiple functions or locations.
- Strong understanding of training needs analysis, programme design, facilitation, evaluation methodologies and adult learning principles.
- Good knowledge of talent development, leadership development, succession planning and competency frameworks.
- Experience coaching or supervising junior team members.
- Strong stakeholder management, communication, analytical and organisational skills.
- Comfortable balancing strategic L&D responsibilities with hands-on operational execution.
- Experience working within a multicultural environment is preferred.
- Proficiency in Microsoft Office, HR systems and reporting/data analysis tools.
- Experience with Workday HCM and/or Workday Learning would be advantageous.
