Job Description

  • Lead full-spectrum HR strategy and operations including manpower planning, budgeting, and workforce optimization for 600+ employees across shipyard projects.
  • Oversee end-to-end employee lifecycle: recruitment, onboarding, performance management, retention, and offboarding.
  • Manage all MOM-related matters including work pass applications (WP, S Pass, EP), quota planning, renewals, cancellations, appeals, and compliance.
  • Direct payroll operations including CPF, IRAS reporting, overtime, and statutory compliance.
  • Supervise Accounts Assistant in invoicing, billing, and financial coordination with finance teams.
  • Lead procurement function including vendor sourcing, contract negotiation, cost control, and inventory planning.
  • Oversee Safety Assistant to ensure strict adherence to WSH regulations, risk assessments, incident reporting, and audit readiness.
  • Drive ISO documentation, internal audits, and external compliance audits (ISO 9001, ISO 45001, bizSAFE Star).
  • Act as key liaison with major shipyards including Seatrium, Hanwha, Drydock, and all shipyard of Singapore for manpower supply and operational coordination.
  • Mentor and develop team members across HR, admin, procurement, and safety functions.
  • Plan and coordinate employee training programs including safety training, skills upgrading, and compliance certifications.
  • Manage foreign worker matters including repatriation, insurance claims, and compliance with FWMI and WICA policies.
  • Handle workplace injury reporting and WICA claims, liaising with insurers, clinics, and authorities.
  • Liaised with senior management on HR strategies, manpower cost control, and operational planning.
  • Managed group-level HR policies, procedures, and administrative functions across multiple business units.
  • Standardized HR and admin processes to improve efficiency and reduce operational gaps.

Job Requirements :

  • Bachelor's or Master's Degree in Human Resources, Business Administration, or a related field
  • CHRM Certification is mandatory
  • Strong knowledge of employment-related legislation, including EA, EFMA, and other relevant labor laws
  • Proven ability to interpret and apply statutory requirements in day-to-day HR operations
  • Experience in handling compliance, documentation, and regulatory matters
  • Strong analytical and problem-solving skills
  • ISO auditing certification is an added advantage
  • Hands-on experience with Info-Tech HR & Payroll Software
  • Proficiency in Microsoft Office (Advanced Excel, Word, and PowerPoint)
  • Excellent communication and interpersonal skills
