Overview
We are seeking a dedicated and experienced HSE / Quality Control Manager to join our team. This role is pivotal in overseeing and integrating our Health, Safety, Environmental (HSE), and Quality Control (QC) functions. The successful candidate will be responsible for developing, implementing, and maintaining robust management systems to ensure a safe, compliant, and high-quality work environment. This is a key leadership role that will drive a culture of safety and continuous improvement across all aspects of our operations.
Key Responsibilities
Health, Safety & Environment (HSE):
Develop, implement, and maintain comprehensive HSE policies and procedures in full compliance with Singapore's Workplace Safety and Health (WSH) Act and other relevant regulations.
Conduct regular risk assessments, hazard identifications, and job safety analyses (JSA) for all manufacturing processes, warehouse activities, and office environments.
Lead and manage the HSE team, including internal and external safety audits, inspections, and monitoring programs.
Lead incident and near-miss investigations, ensuring root cause analysis is performed and effective corrective and preventive actions (CAPA) are implemented.
Organize and deliver periodic HSE training for all employees, covering topics such as hazardous chemicals, PPE usage, first aid, fire safety, and emergency response.
Manage all environmental compliance matters, including waste management, chemical storage, and sustainability initiatives aligned with our commitment to green building standards.
Champion a proactive safety culture, promoting safety awareness and employee engagement through programs like safety committees and communication campaigns.
Quality Control (QC):
Oversee the entire quality control process for incoming raw materials, in-process production, and finished goods to ensure they meet stringent internal specifications and external regulatory requirements.
Develop, implement, and maintain the Quality Management System (QMS), ensuring alignment with ISO 9001 and ISO 14001 standards.
Lead internal and external quality audits, managing non-conformance reports (NCRs) and ensuring timely and effective closure of corrective actions.
Establish and monitor key quality performance indicators (KPIs) to drive continuous improvement in product quality and process efficiency.
Collaborate closely with production, procurement, and R&D teams to resolve quality-related issues and implement process improvements.
General:
Prepare and present regular HSE and QC performance reports to management, supporting data-driven decision-making and strategic planning.
Liaise with external regulatory bodies, certification agencies, and customers on all HSE and quality matters.
Manage work cover, return-to-work programs, and workers compensation cases in coordination with HR.
Qualifications & Requirements
Education: Bachelor's degree in Occupational Health & Safety, Environmental Science, Quality Management, Engineering, or a related field.
Experience: Minimum 5-7 years of progressive experience in a combined HSE and Quality Control management role, preferably within a manufacturing, chemical, or construction materials environment.
Certifications: Professional certifications such as CSP, CIH, Registered WSH Officer, ISO 9001/14001 Lead Auditor, or equivalent.
Knowledge: Thorough knowledge of Singapore WSH regulations, ISO management systems (9001, 14001, 45001), and quality control methodologies (e.g., SPC, FMEA, 8D).
Skills:
Proven leadership and people management skills, with the ability to influence and engage employees at all levels.
Strong analytical and problem-solving abilities, with experience in root cause analysis and CAPA.
Proficiency in Microsoft Office Suite and experience with HSE/Quality management software.
Strong organizational and time-management skills, with the ability to manage multiple priorities.
