Job Overview
We are seeking a WSHO cum ECO to oversee and manage all Workplace Safety, Health, and Environmental (WSH&E) matters for construction projects. The role is responsible for ensuring full compliance with statutory requirements, implementing project-specific HSE systems, and maintaining high safety and environmental standards across site operations.
Key Duties & Responsibilities
- Carry out the duties of a WSHO & ECO in accordance with all relevant legislation and regulations.
- Ensure compliance with statutory acts, regulations, company safety rules, and approved codes of practice.
- Provide coaching, guidance, and support to the workforce on workplace safety and environmental best practices.
- Implement, maintain, and monitor the project-specific HSE Management System in alignment with corporate policies and procedures.
- Support company and project initiatives aimed at achieving HSE-related awards, certifications, and recognitions.
- Conduct regular site safety audits, inspections, and compliance checks.
- Identify gaps in WSH and Environmental systems, procedures, and performance, and recommend continuous improvements.
- Develop, implement, and maintain the Project Safety Program.
- Review and evaluate WSH Management System (WSHMS) and Environmental reports.
- Conduct and facilitate safety meetings, toolbox talks, briefings, and training sessions for relevant stakeholders.
- Liaise closely with the project team to ensure high standards of safety, health, and environmental performance.
- Liaise with relevant authorities on occupational safety, health, and environmental matters.
- Advise the Project Director/Manager on WSH&E issues, risks, and improvement measures.
- Maintain accurate site safety, health, and environmental records, ensuring timely submission of statutory and internal reports.
- Review internal and external risk assessments and risk management processes.
- Investigate workplace incidents, recommend corrective and preventive actions, and follow up on implementation.
- Ensure all Permit-to-Work (PTW) supporting documents are valid, approved, and in place prior to work commencement.
- Prepare and submit the Site Environmental Control Program before project commencement.
- Organize and coordinate tabletop exercises, Emergency Preparedness and Response Plan (EPRP) drills, and ensure emergency response equipment is properly maintained.
- Prepare and present data analytics reports on WSH performance, trends, conditions, and practices.
- Perform any other ad hoc HSE-related duties as assigned by management.
Job Requirements
- Diploma or Degree in Workplace Safety & Health, Environmental Management, or a related discipline.
- MOM-registered Workplace Safety & Health Officer (WSHO) and NEA-registered Environmental Control Officer (ECO).
- Minimum 3 years of relevant experience in the construction industry; candidates with 58 years experience are preferred.
- Strong familiarity with WSH and Environmental regulatory requirements.
- Experience working on SP, PUB, LTA, or CAG projects is highly preferred.
- Ability to work independently and collaboratively in a team environment.
- Strong communication, coordination, and stakeholder management skills.
- Own transport is preferred.
