Job Description

Position Overview We are seeking an experienced HSE Manager to lead the safety, health, security, and environmental (HSE) strategy for our Singapore project. Reporting directly to the Project Manager, you will establish execution plans, enforce regulatory compliance, conduct risk audits, and foster a robust zero-harm safety culture across all site operations, subcontractors, and key stakeholders.

Key Responsibilities

HSE Plan & Strategy Execution: Develop and implement project site HSE execution plans, procedures, and safety management systems in line with Singapore regulations.
Risk Management & Method Statements: Collaborate with construction engineers to formulate method statements for high-risk operations and ensure full safety disclosure before work commences.
Inspection, Audits & Rectification: Conduct periodic site HSE inspections and behavior observations track non-compliances, enforce corrective actions, and participate in subcontractor qualification audits.
Regulatory & Stakeholder Liaison: Act as the primary point of contact for local authority inspections (MOM, SCDF, NEA) and coordinate HSE compliance with owners, main contractors, and suppliers.
Training, Incidents & KPI Tracking: Deliver site HSE education, conduct incident investigations, generate detailed reports, and monitor key performance indicators (KPIs) to drive continuous improvement.

Requirements

Education & Certifications: Bachelor's degree in Safety, Environmental Science, Engineering, Construction, or a related discipline. Registered Workplace Safety and Health (WSH) Officer certificate in Singapore is required.
Professional Experience: Minimum 7 years of construction site management experience, including at least 5 years within the pharmaceutical, chemical, or food manufacturing sectors (Singapore project experience preferred).
Regulatory Mastery: In-depth knowledge of local safety, health, and environmental laws, alongside familiarity with BizSAFE, WSHMS, GGBS, and ISO standards (ISO 14001 / ISO 45001).
