Job Description

We are seeking a strategic and hands-on individual to lead the review and transformation of our HR system and payroll operating model, and drive HR digitalisation and AI adoption. Reporting to the Head of HR, you will independently lead the full transformation lifecycle - from requirements definition, evaluation of HR system and payroll delivery options, tender and procurement, through implementation, UAT, go-live, stabilisation and optimisation.

The role will provide the specialist expertise and dedicated ownership required to establish a scalable and future-ready HR technology environment, while leveraging AI, automation and digital solutions to improve HR productivity, employee experience and service delivery.

Key Responsibilities

1. HR System and Payroll Operating Model Review

  • Lead the end-to-end review of the current HR system and processes, identify gaps and define the future HR technology and operating model.
  • Work with the Payroll Lead to assess the payroll operating model, including the feasibility, benefits, risks and cost-effectiveness of retaining payroll in-house versus adopting a fully or partially outsourced model, and recommend the optimal approach.

2. Requirements Definition, Tender and Procurement

  • Develop comprehensive business, functional and technical requirements specifications covering HR processes, payroll, workflows, integrations, user security, controls, reporting and user requirements.
  • Lead the tender and procurement process, including preparation of tender specifications and evaluation criteria, vendor evaluation, technical assessment and recommendation for award.

3. System Implementation and Testing

  • Drive the end-to-end implementation of the selected HR system and/or payroll solution, including system design, configuration, data migration, integration, testing, cutover and go-live.
  • Lead the implementation of integrated HR modules including Payroll, Employee Data, Recruitment, Onboarding, Offboarding, Leave, Claims, Learning & Development and Performance Appraisal.
  • Plan and manage end-to-end User Acceptance Testing (UAT), including test scenarios, payroll validation/parallel runs where applicable, defect resolution and business sign-off.

4. Change Management, Digitalisation and Sustainability

  • Drive change management, user training and adoption, and oversee post-implementation stabilisation, vendor performance and continuous system enhancement.
  • Drive the HR digitalisation and AI roadmap, identifying and implementing practical AI, automation and digital solutions to streamline HR processes, reduce manual work, improve employee services and enhance HR analytics and decision-making.
  • Promote the responsible adoption of AI within HR, to build HR's capability to effectively adopt emerging technologies.
  • Ensure proper documentation, knowledge transfer and handover to the HR team to support the ongoing sustainability of the HR system and digital initiatives.

Are you the one Please write to us if you have/are:

  • Degree in Human Resource Management, Information Systems, Business Administration or a related field.
  • At least 8 years of relevant experience in HR systems, HR technology, HR operations or digital transformation, including at least 4-5 years of hands-on experience leading HR system implementation and digitalisation initiatives.
  • Proven experience independently leading at least one end-to-end HRIS implementation, from requirements definition and procurement through implementation, UAT, go-live and post-implementation stabilisation.
  • Strong experience in procurement and tender management, including preparation of requirements specifications, tender documentation, evaluation criteria, vendor assessment, clarification and recommendation for award.
  • Prior public-sector experience is strongly preferred, particularly experience working within public-sector governance, procurement, approval and audit frameworks.
  • Demonstrated familiarity with public-sector procurement and tender processes would be a strong advantage.
  • Strong understanding of HR systems and end-to-end HR processes, including payroll and key employee lifecycle processes.
  • Good understanding of in-house and outsourced payroll operating models, payroll controls and vendor/service management.
  • Experience in data migration, system integration, UAT, vendor management and change management.
  • Good understanding of AI, Generative AI, process automation and HR digitalisation, with the ability to translate technology into practical HR applications.
  • Strong project management, analytical and problem-solving skills, with the ability to independently drive a complex, multi-year transformation.
  • Excellent stakeholder management and communication skills, with the ability to work effectively across HR, IT, Finance, Procurement, vendors and senior management.
  • Highly resourceful, hands-on and outcome-oriented, with strong attention to detail and the ability to manage multiple priorities.
