Job Description
We are seeking a dedicated and experienced HR Manager to oversee the company's human resources and administration functions.
Responsibilities include:
- Lead the full spectrum of HR functions including talent acquisition, performance management, compensation & benefits, training & development, and succession planning.
- Manage foreign workforce administration: work pass applications/renewals (SP, WP, EP), quota management, and compliance with MOM and BCA regulations.
- Liaise with external parties (e.g., ship owners, agents, dormitory providers, training institutes) to coordinate manpower deployment and ensure smooth project execution.
- Develop and implement HR policies to strengthen employee engagement, retention, and welfare.
- Advise senior management on HR strategy, workforce optimisation, and organisational development.
- Monitor changes in labour laws, CPF, and regulatory requirements, ensuring timely compliance.
- Prepare HR reports and analytics for management decision-making.
- Supervise and mentor junior HR/admin staff to ensure efficient HR operations.
Requirements
- Degree/Diploma in Human Resource Management, Business Administration or related field.
- At least 5 years of HR experience, including experience in managing foreign manpower and MOM regulations.
- Strong knowledge of Singapore employment law, work pass regulations, and industry-specific compliance (e.g., BCA/PCP requirements).
- Proven ability to manage multiple stakeholders and handle complex manpower deployment issues.
- Strong leadership, problem-solving, and communication skills.
- Prior experience in construction / engineering / marine services industry is an advantage.

Salary Range
- SGD 5600-6300 per month (commensurate with experience)
