Job Description

Job Title: HR Manager (Construction Industry)

Job Summary

The HR Manager is responsible for overseeing all human resource functions within the organization, including recruitment, employee relations, performance management, and compliance. In the construction industry, this role also ensures effective manpower planning for project-based operations and compliance with labor regulations.

Key Responsibilities

  • Lead end-to-end recruitment and manpower planning for construction projects and corporate functions.
  • Develop and implement HR policies, procedures, and best practices aligned with business objectives.
  • Manage employee relations and handle disciplinary matters in accordance with company policies and labor laws.
  • Oversee payroll administration, employee benefits, and compensation structures.
  • Ensure compliance with local labor laws, regulations, and statutory requirements (e.g., MOM regulations, work permits).
  • Support project teams with workforce deployment, site staffing, and contract staff management.
  • Handle work pass applications, renewals, and foreign worker administration.
  • Drive performance management processes, including appraisals and staff development plans.
  • Develop training programs and initiatives to enhance workforce skills and productivity.
  • Monitor employee engagement, retention strategies, and organizational culture.
  • Maintain proper HR documentation, employee records, and HR reporting.
  • Lead and manage the HR team to ensure efficient HR operations.

Requirements

  • Bachelor's Degree in Human Resource Management, Business Administration, or related field.
  • Minimum 5-10 years of HR experience, preferably in construction or M&E industry.
  • Strong knowledge of labor laws, employment regulations, and HR practices.
  • Experience handling foreign workers, work permits, and site workforce management.
  • Good understanding of payroll processes and compensation structures.
  • Strong interpersonal, leadership, and conflict resolution skills.
  • Excellent organizational and communication abilities.

Preferred Skills

  • Experience working in project-based or site-driven environments.
  • Familiarity with HR systems and HRIS platforms.
  • Knowledge of workplace safety regulations (e.g., WSH requirements).
  • Ability to work in a fast-paced, dynamic construction environment.
