Role Purpose
The Finance & HR Manager / Senior Manager is part of the centralized corporate functions team supporting Finance and Human Resource operations across the FMAS Group structure, comprising:
While the role is employed under HECS, it carries group-level functional responsibilities in Finance, HR, audit coordination, compliance, procurement controls, reporting and corporate administration. The role is expected to provide both hands-on execution and functional oversight in a lean operating environment.
The role also provides functional supervision to the Finance & HR Executive / Corporate Functions Executive employed under FMAS, ensuring proper execution, documentation, compliance and timely support across FMAS, FMAS Hawkers Division and HECS.
Key Responsibilities
1. Finance Operations, Reporting and Controls
Oversee and manage full-set accounting functions across FMAS, FMAS Hawkers Division and HECS, including Accounts Payable, Accounts Receivable, payroll-related finance entries, claims, reconciliations and proper maintenance of accounting records.
Prepare and review monthly financial reports, management accounts, budget tracking reports and cash flow updates where required.
Monitor income, expenditure, project budgets and cost allocations across entities, divisions and projects.
Ensure proper supporting documentation is maintained for payments, reimbursements, grants, procurement and audit purposes.
Review finance work prepared by the support role to ensure accuracy, completeness, timeliness and compliance with internal procedures.
2. Audit, Governance and Compliance
Lead and coordinate statutory audits, grant audits, year-end closing and audit schedule preparation.
Ensure compliance with financial policies, internal controls, governance requirements, procurement procedures and relevant statutory obligations.
Liaise with auditors, tax agents, corporate secretaries, government agencies and other external stakeholders where required.
Maintain audit readiness through proper filing, documentation and reconciliation practices.
Support the development and updating of Finance SOPs, procurement guidelines, approval workflows and internal control processes.
3. Human Resource Operations and Policy Administration
Oversee HR operational matters including recruitment, onboarding, offboarding, payroll administration, CPF/AIS submissions, leave records, staff records and HR documentation.
Support performance appraisal processes, staff development administration and employee relations matters.
Maintain and update HR policies, Employee Handbook provisions, HR forms, staff records and related documentation.
Ensure HR practices are consistently applied across FMAS, FMAS Hawkers Division and HECS, while taking into account entity-specific requirements where necessary.
4. Supervision of Finance & HR Support Role
Provide day-to-day functional guidance and supervision to the Finance & HR Executive / Asst Mgr.
Assign, review and monitor work relating to finance, HR, audit documentation, procurement records, filing and administrative support.
Train and guide the support role to strengthen accuracy, timeliness, documentation discipline and understanding of Finance/HR processes.
Escalate performance, workload or compliance concerns to the relevant management lead such as the HECS Centre Director and/or FMAS Executive Director where necessary.
5. Corporate Administration and Cross-Entity Support
Support office administration, procurement, vendor coordination and general corporate function matters.
Participate in relevant management meetings, Board meetings, Exco meetings, Standco meetings, AGM preparations orinternal reviews where financial or HR input is required.
Support the standardization of Finance and HR workflows across FMAS, FMAS Hawkers Division and HECS.
Requirements
Diploma or Degree in Accounting, Finance, Business, Human Resource Management or related discipline.
At least 3 to 5 years of relevant experience in full-set accounting, HR operations, audit preparation and corporate administration.
Strong hands-on experience in accounting systems such as AutoCount or equivalent.
Familiarity with statutory audit, grant audit, procurement documentation, payroll, CPF/AIS and HR administration.
Able to work independently in a lean, multi-entity environment.
Strong attention to detail, ownership, confidentiality and documentation discipline.
Able to guide junior staff and manage both execution and review responsibilities.
Experience in non-profit organizations, TACs, subsidiaries, grant-funded entities or public-sector-related environments will be advantageous.
