Job Summary
You will lead workforce planning and HR operations to support multiple construction projects, ensuring compliance with regulations, managing employee relations, and driving training and performance management.
Responsibilities
- Plan manpower requirements aligned with project timelines and site needs to ensure optimal workforce deployment
- Coordinate hiring, permits, and quota management for foreign workers to maintain project compliance
- Manage manpower deployment across project phases and facilitate site transfers and workforce adjustments
- Resolve employee grievances, disputes, and disciplinary matters to maintain positive industrial relations
- Oversee resignation, termination, and exit procedures ensuring smooth transitions and compliance
- Administer payroll processing including overtime, site allowances, and shift pay while ensuring wage regulation compliance
- Maintain compliance with MOM regulations including Employment Act and Work Permit rules through accurate documentation and audits
- Develop and maintain employee records, contracts, and HR documentation to support audits and inspections
- Organize and track safety training and certifications (e.g., WSQ, site safety induction) to ensure worker readiness before site entry
- Develop training plans and support leadership development to enhance staff skills and career progression
- Implement performance appraisal systems for office and site staff to guide promotions, increments, and disciplinary actions
- Develop and maintain HR systems for attendance and leave management, and prepare HR reports on headcount, turnover, and manpower costs
- Draft and update HR policies and employee handbooks to align with local labor laws and company standards
- Support audits and ISO documentation requirements to ensure organizational compliance
Requirements
- Knowledge of construction workforce practices
- Familiarity with MOM regulations (especially foreign manpower)
- Strong conflict resolution and communication skills
- Ability to work under tight timelines and pressure
