Manage full spectrum of HR activities including talent acquisition, management and retention, performance management, training and development, compensation and welfare, HR budgeting and payroll, statutory/regulatory reporting, employee work pass matters etc.
Oversee the entire recruitment process, from posting jobs to onboarding new hires.
Collaborate with department heads to identify staffing needs and ensure vacancies are filled promptly.
Develop strategies to attract and retain skilled talent in the construction sector.
Manage employee relations, including conflict resolution and disciplinary actions.
Cultivate a positive workplace culture that fosters teamwork and engagement.
Conduct regular feedback sessions with employees and address concerns.
Manage payroll processes accurately and efficiently.
Implement performance management systems and coordinate reviews.
Identify and address employee training needs while supporting career development and succession planning initiatives.
Ensure understanding and compliance with Work Injury Compensation Act (WICA) policies and procedures, Ministry of Manpower (MOM) labour laws, and Inland Revenue Authority of Singapore (IRAS) tax regulations.
Develop and enforce HR policies to ensure compliance.
Monitor HR metrics, propose improvements based on data analysis, and develop, enforce, and update HR policies and procedures, including creation of a comprehensive company handbook.
Fulfill other assigned duties or related tasks as required by management.
Job Requirement
Diploma or Bachelor's degree in Human Resources, Business Administration, or related field.
Minimum 5 years HR management experience in the construction industry.
Deep understanding of HR best practices and relevant MOM / BCA laws and policies.
Strong interpersonal, communication, and leadership skills.
Effective problem-solving and decision-making abilities.
HR certification (e.g., SHRM-CP or PHR) is advantageous.
