HR Manager/ Head of People and Culture (Factory Set-up & Manufacturing/ $9000/ Central)



The Manager of Human Resources shall serve as a business partner to all departments in areas such as strategic Human Resources planning, Compensation & Benefits, Employment Legistration, Performance Management, Career Planning and Training & Development. You are required to have a deep understanding on the operations of the company and work closely with all business units to ensure compliance.

Responsibilities:

  • Manage full spectrum of HR functions
  • HR Strategy & Planning: Act as a key HR Business Partner for the new factory setup, ensuring alignment with corporate objectives and local labor regulations.
  • Organization Development & Structure: Design and implement the factory organization chart, defining reporting lines, job levels, and manpower requirements.

  • Identify and develop talents through the talent acquisition process:

    Recruitment & Hiring (1st / 2nd Wave)

    • Drive the end-to-end recruitment process for both technical and non-technical roles during factory set-up.

    • Manage the first wave of hiring (key functional leads, engineers, supervisors, and core technical specialists).

    • Oversee the second wave of hiring (operators, technicians, and production support staff) to meet production ramp-up schedules.

    • Partner with recruitment agencies, technical schools, and local institutions to build a sustainable talent pipeline.

  • Develop programs, policies and procedures to ensure existing HR practices are in compliance with the Employment legistration
  • Provide innovation, practical and strategic human resources solutions that support the overall mission and core values of the company
  • Involve in HR administration, salary and benefit programs, communications program and employee relations activities
  • Key liaison with union
  • Excellent vendor-management experience
  • Oversee the manpower requisition and deployment for service partners and contract partners
  • Administering Group insurance plans
  • In-charge of work passes processes for foreign employees



Requirements:

  • Degree in Business specializing in Human Resource Management or equivalent
  • At least 3 years of experience in full spectrum of HR
  • Familiarity with manufacturing organization chart/plant structures (operations, EMS, canteen, clinic, etc.) for new plant set up.
  • Good knowledge of MOM regulations, employee relations, union matters, and work pass applications.
  • Knowledge in handling expatriate relocations.
  • Experience working with upper management and stakeholders
