We are looking for an experienced and versatile HR Manager cum Accountant to oversee both human resources and financial operations. The ideal candidate will be able to manage full-spectrum HR functions while handling the company's day-to-day accounting and financial reporting.
A. HUMAN RESOURCES
1. Recruitment & Staffing
Manage end-to-end recruitment process (job posting, screening, interviewing, hiring).
Prepare employment contracts and handle onboarding and orientation.
Coordinate with department heads to identify manpower needs.
2. Work Pass & MOM Compliance
Apply, renew, and cancel work passes (WP, SPass, EP) via WPOL and EPOL.
Ensure compliance with MOM regulations and foreign manpower laws.
Arrange medical examinations and prepare documents for MOM applications.
3. Payroll & Leave Management
Process monthly payroll, CPF contributions, and tax clearance (IR21).
Track employee attendance, overtime, and leave records.
Liaise with external providers (payroll, insurance) if applicable.
4. Employee Relations & Administration
Maintain and update employee personnel files and HR records.
Handle employee inquiries regarding HR policies, benefits, and welfare.
Assist in performance appraisals, training coordination, and company events.
5. Compliance & Government Matters
Ensure compliance with Employment Act and MOM guidelines.
Prepare and submit government surveys and reports when required.
Manage workplace safety and health administrative tasks (if applicable).
B. ACCOUNTING & FINANCE
6. Full-Set Accounts
Handle full set of accounts (AP, AR, GL).
Prepare monthly management accounts, bank reconciliations, and financial reports.
Process invoices, payments, and petty cash claims.
7. GST & Tax Compliance
Prepare and submit GST returns (IRAS) on a timely basis.
Assist in corporate tax calculations and filings (Form C-S / Form C).
Liaise with external auditors and tax agents during audits and year-end closing.
8. Cash Flow & Budgeting
Monitor daily cash flow and ensure sufficient funds for operations.
Assist in preparing annual budgets and financial forecasts.
Track project costs and profitability (if applicable).
9. Financial Reporting & Compliance
Ensure compliance with financial regulations and accounting standards.
Maintain proper filing of financial documents and records.
Support management with ad-hoc financial analysis and reports.
Diploma or Degree in Accountancy, Human Resource Management, Business Admin, or related field.
At least 3-5 years of relevant experience in a similar combined role (HR + Finance).
Familiar with MOM work pass applications, Employment Act, and HR best practices.
Proficient in full-set accounts, GST submissions, and financial reporting.
Good knowledge of accounting software (e.g., QuickBooks, Xero, Autocount) and Microsoft Excel.
Bilingual in English and Mandarin (to communicate with Mandarin-speaking workers and stakeholders).
Independent, organized, and able to handle confidential information professionally.
