SUMMARY
As a HR Manager, you are responsible for overseeing and managing the full spectrum of HR work for the Singapore Office. You are a professionally trained HR partner who is service-oriented, driven and hands-on in the running of the day-to-day matters as a sole contributor, communicating and coordinating with both internal and external stakeholders on a variety of tasks.
RESPONSIBILITES
Recruitment & Talent Management
- Partnering with Head of Departments by working through manpower projection plan yearly and building the talent succession plan.
- Assist the Head of Departments and hiring managers on all permanent or contract placements.
- Reaching out to potential candidates through internal and external advertising channels and headhunters.
- Screening of resumes and scheduling of interviews for potential candidates.
- Putting up proposed offer package for selected candidate for internal approval, supported by internal and external benchmarking data.
- Manage internship and campus recruitment programme.
HR Operational
- Partnering with managers on employee relations matters such as performance and conduct issues, termination and dismissal, internal transfer, re-employment, and retirement discussions.
- New hire/transfer logistics, move coordination and employment visa preparation, health check arrangement and induction for all foreign and local hires.
- Maintains e-personnel files and confidential records.
- Handling of foreign pass related applications matters.
- Preparation of official letters and memos including Applications, Testimonials, ICA letters, MOM letters, transfer letters, termination letters etc.
- Drafting of HR policies, workflow charts and company-wide announcement messages
- Updating of workflow charts and HR policies to reflect required amendments.
- Preparation of required clearance documents for resigned or terminated staffs.
- Attending and preparation of internal and external audits.
Payroll
- Verifying/approving the monthly payroll, yearly income tax preparation and submission of IR8A and IR8S.
- Obtaining pension refund from CPFB for employees and companies.
- Verifying/approving IR21 for leaving foreign employees, preparation of last salary computation.
- Submission of maternity leave, paternity leave and NS leave claims to the Ministry of Social and Family Development.
- Obtaining of grants from regulatory bodies including MPA and Skillsfuture.
Compensation & Benefits
- Partnering with department heads on yearly staff performance exercise including salary increment, bonus payment, promotion review and succession planning.
- Proposing and implementing review timeline, process flow and forms.
- Participating and submitting of salary surveys.
- Negotiate corporate medical insurance plan for employees.
- Administer flexible benefits claims and school reimbursements for eligible staff members.
Engagement
- Keep abreast of changing employment law and regulations.
- Participating in regular updates or seminars organised by SNEF, MPA, SMF and SBF.
Finance
- Make and approve transactions made on the Bank portal against invoices.
- Check submission of receipts by staff members for spending charged on the Company's corporate credit card.
- Ensure timely submission of documents for monthly bookkeeping.
- Liaise with Bank Account Managers on matters relating to compliance issue, bank portal, credit cards, fixed deposit, access rights and others.
- Liaise with auditors, outsourced accounting firm and finance teams on corporate secretarial, reporting and audit matters.
- Support Director in the completion of forms, resolutions, agreements or etc as required.
- Participate in yearly budgeting exercise.
EXPERIENCE & QUALIFICATIONS
- Candidate should possess a Degree in Business or Human Resources, IHRP preferred.
- Minimum 5 years of experience in handling HR functions with a strong generalist background, preferably with a shipping company.
- An organised individual who does not mind being hands-on, with strong interpersonal, communication, problem-solving and follow-up skills.
- Proficient in using Human Resources Management System such as Info-Tech.
- Experienced in handling payroll process including knowledge on local CPF contribution fund and income tax filing and clearance requirements.
- Good understanding of Singapore Employment Law and Tripartite Guidelines.
- Exposure to global hiring and mobility cycle from pre-departure to settle-in phases.
- Ability to effectively communicate and influence leadership team decision in the implementation of best practices and procedures.
- Drive continuous improvements to the existing procedures and procedures, where necessary.
